Description
This Sources Sought Notice is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Department of Veterans Affairs in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this Sources Sought Notice or to otherwise pay for the information submitted in response to this Sources Sought Notice. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, or Veteran Owned Small Businesses, interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business or Veteran-owned small business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The VA Heartland Network 15, Contracting Office located at 3450 South 4th Street, Leavenworth, KS, 66048-5055 is seeking a potential qualified contractor to provide all labor, personnel, equipment, tools, materials, and services necessary to complete inspection and testing of the Distribution Piped Medical Gas System at the John Cochran and Jefferson Barracks Veteran Affairs Medical Centers, St. Louis, Missouri in accordance with JCAHO (Joint Commission Accreditation Healthcare Organizations), CGA(Compressed Gas Association), NFPA(National Fire Protection Association), and USPNF(United States Pharmacopeia Convention) requirements and recommendations. The NAICS code for this service is 541990 - All Other Professional, Scientific, and Technical Services. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Currently a small-business set-aside is anticipated under FAR6.203 -- Set-Asides for Small Business Concerns. However, if response by Service Disabled Veteran Owned Small Business firms or Veteran Owned Business firms proves adequate, an alternate set-aside may be utilized. Email: kevin.wallace2@va.gov Phone: 913-946-1958 Fax: 913-946-1998 ANNUAL MEDICAL GAS INSPECTION STATEMENT OF WORK STATEMENT OF WORK: The Contractor shall provide all labor, personnel, equipment, tools, materials, and services necessary to complete inspection and testing of the Distribution Piped Medical Gas System at the John Cochran and Jefferson Barracks Veteran Affairs Medical Centers, St. Louis, Missouri in accordance with JCAHO (Joint Commission Accreditation Healthcare Organizations), CGA(Compressed Gas Association), NFPA(National Fire Protection Association), and USPNF(United States Pharmacopeia Convention) requirements and recommendations. 1. WORK TO BE PERFORMED: 1. Description of Work: a) Provide parts, labor and travel to complete inspection and testing of Distribution Piped Medical Gas System. 2. SPECIAL WORK REQUIREMENTS: 1. Hours: a) Services shall be performed according to specifications of government Person of Contact. The regular work hours for this facility are Monday through Friday, from 7:00 am to 4:00 pm (CST). Contractor shall be flexible regarding work schedules and be knowledgeable / sensitive with regards to special requirements within the government's facility. PROPERTY DAMAGE: 1. The contractor shall take all necessary precautions to prevent damage to any government property, and will notify the Person of Contact immediately if damages occur. IDENTIFICATION, PARKING, SMOKING, CELLULAR PHONE USE AND VA REGULATIONS: 1. The contractor's employees shall obtain contractor's badges from the VA Police office in Building 1. The contractor will need to acquire a badge for each worker, and ensure that the badge be worn in a visible location on the worker at all times while on the premises of the VA property. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police. The VA will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings at the VA. Cellular phones and two way radios are not to be used within six feet of any medical equipment. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States District Court. 2 All completed services will be confirmed and approved by Engineering Service or their designated representative. On completion of service, contractor must report to VA Police, BLDG. 1, where he /she must return badges. Test area alarms for proper pressure switch location and alarm function. Test Oxygen system for concentration and gaseous purity at each outlet. Test Oxygen for particulate contamination at least once in each zone. oTest with 0.45 micron filter device Test Oxygen system for pressure at supply and at each zone. Test one Oxygen outlet in each zone general patient care for proper function, identification, adaptation, and mechanical integrity Identify leaking/malfunctioning outlets. Identify outlets delivering substandard pressure/flowrates. Test Oxygen zone shut-off valves for proper function, identification, and mechanical integrity.
