- Quick Event Detection (QED) Software Development. This is not a request for quotation or an announcement of a solicitation. Responses will be used for market research only. I. GENERAL INFORMATION A. Introduction: The Sources Sought is to update, maintain, and modify the existing Android software ¿QED (Quick Event Detection) ¿ used for Earthquake Early Warning (EEW) activities on Android-based smartphones. Accordingly, the principal activity of the services will be writing original computer code and modifying existing computer code. B. Background: The QED software was designed and written in 2015. The software is currently used by the Chilean EEW project funded by USAID/OFDA. The current plan is for more than 300 smartphone-based sensors to be deployed in Chile, each running QED on its Android operating system. C. Definitions/ Applicable Documents `Push ¿: When data are streamed to a port on a device for reception by another computer. `Pull ¿: When a remote connection from a remote computer requests data from a specific port. `Socket Manager ¿: Software running on the USGS server (or the Chilean server) that listens to remote devices, collects any information sent out by them, and organizes it in a format that is then passed on to USGS analysis software. D. Scope: The general purpose of the QED software is to detect, stream, and log candidate earthquake motions on a smartphone running the Android operating system. The software will be deployed on more than 200 phones in Chile. The phones will report back to a centralized USGS or Chilean EEW server running a `socket manager ¿. The principal objective of this stage of the work is to expand the utility and detection capability of the QED software as well as ensuring that it performs efficiently and robustly on a large network deployment. II WORK REQUIREMENTS A. Technical Requirements: 1. The required modifications include: 1) Change mode of QED data transmission from ¿pull ¿ to ¿push ¿. This means that QED android devices connected to the internet via telephone SIM card or via wi-fi DHCP will be able to stream data immediately to a specified server IP address. 2) Implement ability for QED to read a settings file from a specified server that will, in turn, fix the QED data recording and transmission parameters. The settings files will be both for global as well as individual settings. 3) Change format of data messages from ASCII to Binary. 4) Integrate Binary messages with USGS-written Socket Manager. 2. Criteria for acceptance of Product or Service: Compliance will be measured via assessment by the Chile EEW science team. This will include metrics of: a) monthly data rate with the binary data message to be under 2Gb/month; b) data completeness. B. Deliverables. 1. Characteristics for work product described in II.A. I., identified by name and quantity. ¿ QED-push version ¿ QED individual settings file ¿ QED global settings file ¿ QED binary messages ¿ QED integration into FusionConnect platform 2. Delivery dates for work/product to be completed and point of delivery. Final delivery date for all deliverables will be Sept. 30, 2016. Interested parties will submit an email detailing their capabilities and experience with these services. Sufficient information must be provided to demonstrate the ability to complete the services.
