Description
The United States General Services Administration (GSA), Public Buildings Service (PBS) is issuing this public announcement to interested entities that are qualified to participate in a nationwide contract for the PBS Learning from Our Legacy training program. Interested firms should submit their specialized experience in the field of Professional and Management Development Training, NAICS 611430 ($7.0M). DISCLAIMER: This Request for Information (RFI) is issued solely or information and planning purposes and does not constitute a request for Proposal (RFP). In accordance with Federal Acquisition Regulation (FAR) section 15.209(c), responses to this RF/ are not offers and will not be accepted by the Government to farm an agreement or binding contract of any nature. GSA will not award a contract based on this RF/, but information received may be used to assist GSA in creating an RFP All information solicited and received in response to this RF/ will be treated as information only and will not be returned. Respondents are advised not to include any confidential business information with a response as the Government does not guarantee confidentiality of the information received. Although GSA asks that no confidential business information be submitted, it is our practice to keep all responses confidential and available for in-house Government personnel only. Background: GSA has a need for ongoing development and continued implementation of the Public Building Service "Learning from Our Legacy'' training program by the. The services include case study development, virtual tours, case updates, telepresence and in-person classroom seminars/training and virtual facilitated panel discussions focused on recent complex projects accomplished by PBS. Description of Services: GSA has a requirement to furnish ongoing training services for the PBS's "Learning from Our Legacy" seminars. This training is GSA project specific and requires the contractor to be familiar with writing case studies on projects and teaching seminars using the case study method. In addition, the contractor must have expertise in the areas of real estate, architecture, engineering, project management, and other aspects of building projects. The contractor will be expected to develop case studies of recent PBS projects that cover issues in real estate, construction, design, urban planning, project management, sustainability, public affairs, customer expectation management, and property management. The objective is to impart lessons learned from these projects and other case studies in the GSA/PBS's repertoire using the case study method of teaching. The seminars must be designed to give participants a comprehensive knowledge of important PBS projects and processes and help them to develop critical thinking skills used by project managers and teams to enable them to deliver diverse projects and programs successfully. The training program must be designed to evoke conversation and discussion among experienced PBS associates, thereby instilling a sense of understanding of the complex nature of project management in PBS and providing more options for the participants when delivering projects in the future. The previous contract for these services provided adequate insight into the types of firms that would be capable of performing this work. Small business owners in independent practice of related fields, training and consulting firms and universities/colleges are strongly encouraged to respond to this RFI. Locations: The firms must be able to provide training services for the GSA Central Office in Washington, DC, and Regional Offices nationwide. The GSA Regions are (1) New England, Boston, MA; (2) Northeast & Caribbean, New York, NY; (3) Mid Atlantic, Philadelphia, PA; (4) Southeast-Sunbelt, Atlanta, GA; (5) Great Lakes, Chicago, IL; (6) The Heartland, Kansas City, MO: (7) Greater Southwest, Fort Worth, TX; (8) Rocky Mountain, Denver, CO; (9) Pacific Rim, San Francisco, CA; (10) Northwest & Arctic, Auburn, WA; and (11) National Capital, Washington, DC. Period of Performance: The contract period of performance will be for a base year, with 4 one-year options, for an expected indeterminate delivery/ indeterminate quantity (IDIQ) contract duration of five (5) years. FAR section 52.215-3, Request for Information, is hereby incorporated by reference (Oct 1997). Response Packages: THIS IS FOR INFORMATIONAL PURPOSES ONLY. The response package must consist of six separate tabs: TAB I: Cover Letter; TAB II: Narrative; TAB Ill: Company Recommendations; TAB IV: Company Profile; TAB V: List of Local and Nationwide Offices within the United States; and TAB VI: Company Specialized Experience. The tabs must include the following: TAB I (Cover Letter): The cover letter must be on letterhead and include: 1) GSA reference number and title of the project; 2) an introduction of your company; 3) company size; 4) business establishment date; and 5) point of contact, including name, title, address, telephone number, and e-mail address. TAB II (Narrative): A written narrative of the company's previous experience and methodology providing similar training projects on a national level. TAB III (Company Recommendations): The companies must provide recommendations based on previous experience. Recommendations should relate to: 1) recommended NAICS codes; 2) labor categories; and 3) new methodologies currently being used in the Industry. TAB IV (Company Profile): The company profile must include: 1) size standard; 2) If small business, type and certifications; 3) all company NAICS codes; and 4) average annual gross revenues for the past three years; and 5) number of employees. TAB V (List of Company and Subsidiary Offices): The list of company and subsidiary offices must include the name of the operating firm (prime or subsidiary), city, state, and zip code. TAB VI (Company Specialized Experience): The format is as follows: 1) name and address of Agency/Firm (indicating whether this the agency/firm that provided the service or the client); 2) type of service provided (training services only); 3) title of project; 4) period of performance; 5) indication of whether you company was the prime contractor or subcontractor; and 6) provide in detail the services provided under the project. Questions are due by 12:00 pm EST, August 9, 2016; Responses to this RFI are due on or before 12:00 pm EST August 15, 2016 to Ms. Collette Scott, General Services Administration, and PBS Acquisition Services Division (PDQC), 18th and F Streets, N.W.
