- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: National Centers for Environmental Health - Programmable UltraVap Mistral Liquid Evaporators The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health hereby submits a notice of intent to award a sole source, firm fixed price contract to SPEware Corp., 14180 Live Oak Ave., Suite I; Baldwin Park, CA. 91706. This commercial contract is for a specialized laboratory equipment. Specifically, the Porvair UltraVap Mistral which is the only 96-well liquid concentrator/evaporator that is fully liquid handling robot compatible; that can store up to 15 user-defined evaporator methods and each has up to 5 programmable steps per method; has the option to be controlled remotely with a computer and can detect obstructions and plate alignment problems preventing corss-contamination between wells. SPEware Corp. is the only known source that can satisfy all requirements and that can provide the Porvair UltraVap Mistral system. Additionally, SPEware is the US Service Center for Porvair Systems The anticipated delivery date is 3-4 months after contract award. This sole source contracting action is conducted pursuant to the authority under 10 U.S.C. 2304(c)(1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. North American Classification System Code (NAICS) is 334516 with a standard business size of 500 employees. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Center for Disease Control and Prevention, National Centers for Environmental Health. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals; however, the Government will consider any responses from capable sources received within 15 days after date of publication of this notice.
