Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the availability of reliable gaseous oxygen servicing carts. These carts are to be used to refill aircraft emergency oxygen cylinders to 3000 psig with aviator's breathing oxygen. The refilling shall be accomplished with a pressure cascading method and not with a boost pump. The carts shall have two cylinders with each cylinder having a minimum capacity of 340 SCF of oxygen. Each cylinder shall contain oxygen at a minimum pressure of 4,500 psig. The cart shall be a hand truck design. The cart shall be able to be pushed by one person over a smooth even surface such as flight line. The cart shall contain all components necessary such as regulators, flow restrictors, hose, valves, etc. to safely refill aircraft emergency oxygen cylinders to 3000 psig. The cart shall be designed to withstand and operate outdoors in varying environmental conditions such as high and low temperatures, wind, and rain. The carts will also be used aboard naval aircraft carriers. The Government is seeking industry input to assist in identifying features and approaches to meet the general requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
