Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Philadelphia Office intends to procure specialized military GPS capabilities using the new Military GPS Code (SDS M-code #2004-0003R) in support of the U.S. Naval Observatory (USNO) in Washington, D.C. This instant acquisition is being processed through other than full and open competition is 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements �. The Government intends to solicit and negotiate with Spirent Federal Systems on a sole source basis, since they are the only known source with the capability of satisfying the government �s minimum requirement at this time. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This action will be solicited on a sole source basis under FAR Part 15 �Contracting by Negotiation �. This action will result in a firm fixed-price (FFP) contract. The applicable North American Industry Classification System (NAICS) Code is 541360 and the Small Business Size Standard is 15M. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department, Philadelphia Office. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
