- Description
- The Naval Air Systems Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award, on a sole source basis, a Firm Fixed Price (FFP) Basic Order Agreement (BOA) Order to Martin-Baker Aircraft Company, Ltd. (MBA), Higher Denham, Middlesex, England, for HAZMAT-free, Parachute Packing Press Assemblies with commissioned services and associated Packing Blocks. Commissioned services will include, but not be limited to, on-site Press set-up, calibration, overview training and scheduled maintenance training. The Parachute Packing Press Assembly is used in the maintenance and sustainment of the Navy Aircrew Common Ejection Seat (NACES) for the removal and repacking of parachutes that are installed in the NACES headbox. The proposed contract actions for the Parachute Packing Press Assemblies are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." MBA is the sole designer, developer, and manufacturer of the NACES and therefore is the only source with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner in order to meet fleet requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed BOA order based upon responses to this notice is solely within the discretion of the Government.
