Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD to procure Oxylite Pro XL oxygen/temperature monitor and Oxyflo Pro XL microvascular blood flow monitor with the NX-BF/OFT/E bare-fiber sensors and NX-BNC adaptor cable as prescribed in FAR 13.106-1(b)(1)(i). Specifically, the Government will procure these devices manufactured by Oxford Optronix Ltd.. Oxford Optronix Ltd. is the sole source provider of these devices with no certified resellers. Oxford Optronix Ltd is the only vendor that can meet the Government’s requirement since the OxyLite™ Pro tissue oxygen and temperature monitor and the OxyFlo™ Pro blood flow monitor are unique, optical-based devices designed and manufactured by Oxford Ltd. They provide the following feature-set, making them unique in their market segment: · Ability to simultaneously sample tissue oxygen partial pressure (pO2), blood flow and temperature from the same tissue site using unique ‘triple’ combined sensors. · Ability to simultaneously sample all three above parameters from up to 4 independent tissue sites. · Fluorescence based pO2 sensor technology - no oxygen consumption at the site of measurement; maximal sensitivity in the physiological pO2 range; absolute readings of oxygen. · Built-in temperature compensation of pO2 measurement through integrated temperature sensors. · Unique factory pre-calibrated sensors and probes featuring EEPROM technology - true plug and play convenience; no user calibration procedures required. · MRI compatibility - dedicated range or sensors for use during MR imaging spectroscopy. · Minimally invasive - sensors are 250 - 450 microns in diameter for minimally invasive tissue monitoring. In accordance with FAR 13.106-1(b)(1)(i), Oxford Optronix Ltd.. is the sole source for satisfying this requirement. The capabilities being satisfied by this requirement can only be satisfied by Oxford Optronix Ltd.. unique functions and abilities. Research has identified that only Oxford Optronix Ltd.. has this unique capability and is the only vendor able to provide these functions. The North American Industry Classification System (NAICS) for this requirement is 334516 and FSC 6515. Proposed solicitation number: W81XWH-16-T-0368. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. All questions and responses concerning this notice shall be emailed to Jared Acre at jared.d.acre.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 12:00 PM ET, 16 August 2016.
