Description

The West Texas VA Health Care System (WTVAHCS), located in Big Spring, TX 79720, is seeking Service Disabled Veteran Owned Business (SDVOSB) sources capable of providing the equipment and installation listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION DATABASE (VIP). GE Mars Ambulatory ECG Analysis System Upgrade: TECHNICAL REQUIRMENTS 1. Background. Our current Holter Analysis system is aging and beginning to malfunction at times. It also uses an obsolete operating system that no longer meets current VA IT requirements. Therefore replacement is necessary. 2. Scope. We are requesting replacement with the current version of the GE MARS Ambulatory ECG Analysis system. 3. Specific Tasks. 3.1 - Task 1 - System Components System to consist of 15 Holter ambulatory recorder kits capable of recording 48 hours of EKG data. Also included will be 15 three- channel AHA lead wire sets for these recorders. System to include 6 each of the following: USB download cables, PC apps and Bluetooth kits. 3.2 - Task 2 - Analysis Software Requirements System to also include Holter analysis software capable of analyzing data collected from these recorders. Analysis software must be capable of analyzing, detecting and measuring the following: Heart Rate Turbulence, Atrial fibrillation, QT interval, ST segment and Heart Rate Variability. System must have full compatibility with GE MUSE EKG storage system. System must be capable of interfacing to at least 5 Clients for viewing final reports. 3.3- Task 3 - Project Management and Installation Vendor is to provide project management for setup of software and clients. This will include coordination of service for installation, training and setup. This includes installation and configuration at our facility on our supplied hardware. Vendor will also provide configuring and testing of connectivity of clients and MUSE system. Vendor will also provide services for Web upload capability. 3.4 - Task 4 - Clinical Training Vendor is to be onsite for 3 days to provide training to clinical staff. Vendor is to provide 1 Clinical training kit which will include a Quick Reference Guide, Clinical Reference Guide, Clinical Training CBT, Clinical CEU instructions and test. 4. Performance Monitoring 4.1 - The COR will verify that all components listed above are received and in working order. 4.2- The COR will verify with staff that all training listed above has been done. 5. Security Requirements: 5.1 Contractor will check in with the VA Police Service for temporary ID badges. 5.2 The Thomas E Creek VA Medical Center Police Service will determine the status of each Contractor or Affiliate's background investigation status for the issuance of a Non-PIV or PIV-Flash card. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). There will be no GFE or GFI provided. 7. Other Pertinent Information or Special Considerations. Work (except for Clinical Training) shall be accomplished Monday-Friday 8:00am-5:00pm.
