- THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for actual bid or proposal solicitation. A solicitation will not be issued at this time. The Department of Veterans Affairs, Albuquerque NMVAHCS, Raymond G. Murphy Medical Center campus Medicine Service - Pulm/Sleep Section has a requirement for ten (10) ResMed Apnealink Air HST home sleep testing units. The intent of the procurement is to award a firm-fixed price contract. The Department of Veteran Affairs (VA) NMVAHCS, Raymond G. Murphy Medical Center campus Medicine Service has a requirement to purchase ten (10) ResMed Apnealink Air HST home sleep testing units; to conduct home sleep testing to enable the Pulm/Sleep Lab to perform home sleep testing on VA patients that have milder symptoms of Sleep disturbances or may have difficulties sleeping in a Sleep Lab away from home or for inpatient use when necessary. These units will also enable Pulm/Sleep Lab to improve patient's access to sleep studies and allow for expedited reporting of sleep study results. Also Pulm/Sleep Lab will be able to provide quicker dispensing of sleep equipment for Their patients. This equipment will allow in house sleep lab to be used in large part to diagnose and treat our more complex and emergent cases. NMVAHCS, Raymond G. Murphy Medical Center campus Medicine Service: NMVAHCS, Raymond G. Murphy Medical Center campus Medicine Service - Pulm/Sleep Section 1501 San Pedro Drive SE, Albuquerque, NM 87108 The applicable NAICS code is 339112 Surgical and Medical Instrument Manufacturing. Small Business manufacturers for this NAICS code have a size standard of 1,000 employees. The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in August, 2016. Award of a firm fixed price contract is contemplated by September, 2016. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company's bonding capacity and limitations; and (6) any other pertinent company documentation. The response date to this Sources Sought notice is August 8th, 2016 at 12:00 pm EST. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION. STATEMENT OF WORK (SOW) as of 03/mar/2016 1. Equipment being requested. We are requesting ten (10) ResMed Apnealink Air HST home sleep testing units. 2. Background. This equipment is needed to provide at home sleep testing to enable us to perform home sleep testing on our patients that have milder symptoms of Sleep disturbances or may have difficulties sleeping in a Sleep Lab away from home or for inpatient use when necessary. These units will also enable us to improve our patient's access to sleep studies and allow for expedited reporting of sleep study results. Also we will be able to provide quicker dispensing of sleep equipment for our patients. This equipment will allow our in house sleep lab to be used in large part to diagnose and treat our more complex and emergent cases. 3. Scope. Tis equipment will be used for outpatient and occasionally for inpatient studies on Veterans and patients of the 377th Medical Squadron in keeping with the in approved and funded JIF project. The funds for this equipment will come from the JIF proposal. 4. Specific Tasks. The system requirements are listed below: "Provide accurate in-home monitoring of sleep patterns, oxygen saturation and other parameters consistent with an in-lab sleep study. "Have user guided instructions for the patient that are simple to use and understand. "Must be compatible with a Nihon Kohden Sleep Lab system. "Ability to enter patient ID, the marking of events as they occur and the different data views for analyzing data (or equal). "Automatic linking of patient ID to monitoring results (or equal). "Provide adequate storage for a two or three night in-home sleep study. 5. Performance Monitoring The performance of this equipment will be monitored by Sleep Lab staff and our in house Bio-Med departments. We require this equipment to have at least a one year warranty. Subsequent repairs and maintenance will be the responsibility of our Bio Med department. 6. Place of Performance. This equipment will be used on outpatients and occasionally on inpatients requiring an accurate out of sleep lab sleep study. The equipment will be returned to the section and maintained by the sleep lab at the NMVAHCS, Raymond G. Murphy Medical Center campus.
