Description
Attachment I - Past Performance Questionnaire Solicitation W9127N-16-R-0075 for the Portland District History - 2000 to 2015 project. THIS PROCUREMENT WAS PREVIOUSLY SYNOPSIZED UNDER SOLICITATION NUMBER W9127N-16-Q-0022 ON APRIL 8, 2016 Updated Synopsis: The Contractor shall provide non-personal services for the preparation of a scholarly manuscript on the continuing history of the Portland District, U.S. Army Corps of Engineers 2000-2015. The history must be completed in manuscript form within approximately 18 months after date of award. The manuscript shall provide an accurate, complete, interpretive, and readable history that is heavily illustrated and accessible to non-specialist readers. It should communicate a contextual account of the contributions of the Portland District to the development of the nation, and the states of Oregon and Washington. The final manuscript must be publishable, include appropriate endnotes, bibliography and appendices, and must employ methodology and interpretation that will pass a rigorous historical and technical peer review process. This project is an intellectual and institutional history documenting and evaluating the impact of the mission, activities and projects of the Portland District, U.S. Army Corps of Engineers. The Contractor shall address all significant issues relating to this topic, including at a minimum, those listed below. Therefore, the following list is not all-inclusive; the final list of the topics to be covered will be reviewed and approved by the Contracting Officer Representative (COR). General areas to be covered in the history include, but are not limited to: a. Significant civil works projects b. Navigation c. Flood and storm damage reduction d. Aquatic ecosystem restoration e. Recreation f. Water resources management g. Disaster/emergency operations h. Support for military operations & contingencies i. Regulatory permitting and enforcement j. Interagency and international support services k. Distinguished civilian and military employees and commanders. l. Changes in the district itself including the evolution of its mission; where it was located and how it was organized; changes in its; and the impact of technology on district operations should also be addressed. This is a commercial service procurement for the U.S. Army Corps of Engineers Portland District, Portland, OR. Procurement will be a 100% set-aside small business solicitation. The request for quotation (RFQ) is anticipated to be issued on or about 03-August-2016; and offers will be due on or about 03-September-2016. A firm-fixed-price (FFP) contract is anticipated to be awarded to the offeror that provides the Best Value to the Government. Anticipated award date is 15-September-2016. The period of performance will be approximately 18 months from date of award. The 2012 North American Industrial Classification System (NAICS) code applicable to this effort is 541990, the FSC is B521 (Special Studies/Analysis-Historical). This project is open to all qualified, responsive, and responsible firms. After solicitation issuance, contractors may view and/or download the solicitation and all amendments at the FedBizOpps website found at https://www.fbo.gov/. Performance Work Statement will not be made available in paper format or on compact disk. It is the Offerors responsibility to monitor the FedBizOpps website for amendments to the solicitation.
