Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Phasics Corporation located at 169 11th St., San Francisco, CA 94103 to provide a SID4Bio Quantitative Phase Imaging Camera. The sole source justification is based on the following: NIST Requires a Quantitative Phase Imaging Camera that must interface with the Cell System Group's existing Zeiss Axiovert 200M optical, Zeiss Axioplan 2 optical, Zeiss Observer Z1 optical, Olympus IX-71 optical, and Olympus BX-41 optical microscopes via standard C-Mount coupling in the following manners: •Be able to attach to a side port of each of the following inverted microscopes: Zeiss Axiovert 200M, and Zeiss Observer Z1 and Olympus IX-71. •Be able to attach to the top port of the following upright microscopes: Zeiss Axioplan 2 and Olympus BX-41. Additionally, the camera must meet the following minimum performance criteria: •The device shall acquire live quantitative phase images. The image intensity values shall consist of numerical values that are phase or optical thickness units and these units can be converted into real thickness values. •Quantitative phase images shall contain only positive values equal or greater than zero or negative values less than or equal to zero. The quantitative phase images shall be free of residual artifacts of generic phase contrast images that contain both positive and negative phase values. •Device shall have an acquisition rate greater than or equal to 1 Hz. •The device shall be compatible with any selected or filtered wavelength within the visible spectrum for the following illumination sources: halogen, LED, and laser. •The device shall be compatible with white light from a halogen illumination source. •The device shall be compatible with both plastic and glass dishes used as live-cell sample containers. •The device shall have a length less than 30 cm / 11.8 inches. •The device shall have a width and height less than 15 cm / 5.9 inches. •The contractor shall provide software required to control the phase imaging camera. -The software shall be Windows compatible (XP/7). -The software shall be able to calculate the dry mass (pg) of specimens such as cells. -The software shall allow the camera to be operated from C++, Matlab and LabView. -The Contractor shall provide a plug-in to allow the camera to be driven with Micro- Manager Open Source Microscopy Software. Market research has shown that Phasics Corporation's SID4Bio quantitative phase imaging camera, is the only phase imaging camera that can mount to both the side ports and top ports of NIST's microscopes via standard C-mount and meet NIST's requirements. Given these facts, the preferred vendor, Phasics Corporation is the only source reasonably available to provide the required instrument. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 am EST August 9th 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
