Description
REPLACE FLAG POLE, WORLD WAR II VALOR IN THE PACIFIC NATIONAL MONUMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is P16PS02325 is issued as a Request for Proposal (RFQ), for the replacement of the flagpole outside the Visitor Center entrance at World War II Valor in the Pacific National Monument, Honolulu, Hawaii. The work generally consists of removing the current 50 ft aluminum flag pole and replacing it with a new two piece flag pole with exposed height of 40 ft. The proposed performance period of this contract is 60 days from award. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-88, effective June 15, 2016. This acquisition is a 100% small business set aside, using NAICS 238990 All Other Specialty Trade Contractors, size standard $15 MIL. The contractor who is selected for this project will provide any and all labor, materials, equipment, supplies, and supervision necessary to complete this scope of work. Work to be performed at World War II Valor in the Pacific National Monument, Honolulu, Hawaii. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-43, 52.222-55. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. 52.212-2 Evaluation Commercial Items (JAN 1999) Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm fixed price award will be made to the responsible offeror submitting a quote that provides the best value to the Government. Best value will be determined by using the trade-off process as listed in FAR 15.101. In determining best value, the following factors will be considered: (1) Past performance and (2) Price. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
