- The following is NOT a solicitation: The United States Transportation Command (USTRANSCOM) Acquisition Directorate, in partnership with United States Africa Command (AFRICOM), intends to solicit written proposals to provide fixed-wing and rotary-wing aircraft that will improve the capability and capacity of the Department of Defense (DoD) to transport low-volume, low-frequency movements of passengers and cargo within the continent of Africa. The Trans-Africa Airlift Support Contract (TASC) will provide tailored support for regional needs, such as Short Take-Off and Landing (STOL), Casualty Evacuation (CASEVAC), and general Fixed Wing & Rotary Wing support. The contractor must have the ability to provide personnel and cargo airlift services throughout the continent of Africa. Requirements range from 6-20 passengers and 2000-5000 pounds of cargo. TASC will provide enduring support to AFRICOM, while managing the challenges of operating in an austere environment. USTRANSCOM anticipates it will issue the solicitation on or about 15 August 16 with a closing date for receipt of offers on or about 15 September 16, with an estimated contract award date of 15 October 16. The period of performance is planned for 1 November 16, or date of award, through 1 year, with four 1-year option periods with an option for a six month (6) extension of service. The successful offeror must satisfy all DoD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DoD additional standards for contract passenger operations under Part 121 and 135 as applicable. To this end, contractor aircraft must be on the Commercial Airlift Review Board (CARB) approved DOD air carrier listing maintained by U.S. Air Force Air Mobility Command (AMC/A3B) at the time of proposal submission, or have submitted the necessary documentation to demonstrate they are eligible for CARB approval at the time of award as determined by AMC/A3B. The offeror must provide proof the carriers proposed own, or lease, the proposed aircraft. In the case of an operational or lease agreement with another party, the offeror must provide the aircraft operator's signed agreement to provide the aircraft to the offeror for this contract. NAICS code 481211 applies to this acquisition. The solicitation will be available only at the FedBizOps website, http://www.fbo.gov. All responsible sources may submit a proposal, which shall be considered by the agency. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this synopsis.
