- Combined Synopsis/Solicitation for FA9401-16-T-0027 Spectrometer SF1449 FA9401-16-T-0027 Spectrometer COMBINED SYNOPSIS/SOLICITATION NOTICE: This is a combined synopsis/solicitation notice for a commercial product prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. Solicitation RFQ FA9401-16-T-0027 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-89, dated 14 July 2016. This requirement is set-aside 100% for Small Business. North American Industry Classification System Code (NAICS) is 334516 -Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. All qualified small businesses under this industry are encouraged to submit quotes. DESCRIPTION OF REQUIREMENT: Purchase of one (1) Spectrometer capable of measuring transmission, absorption, and scattering of materials in the near, mid, and long wave infrared. Minimum Specifications: 1) Measure the total transmittance of light, with wavelengths in the 0.8 microns to 80 microns range, through a sample. 2) Has an integrating sphere to measure the total scattering of light, with wavelengths in the 0.8 microns to 80 microns range, off a sample. 3) Measure the absorbance of light, with wavelengths in the 0.8 microns to 80 microns range, of a sample. 4) Spectra collected has a resolution better than 5 wavenumbers (cm-1) 5) Does not need cryogenics to operate. 6) Detector sensitivity allows detection better than 1% of the intensity of the incident light. 7) Can accommodate a 1 inch by 1 inch sample. 8) Can plug into a 110V socket 9) Works with a Windows machine 10) Includes all the computers and software needed to operate as specified as a standalone system REFERENCES: The following publications are available electronically at http://farsite.hill.af.mil/ Federal Acquisition Regulation (FAR) Defense Federal Acquisition Regulation Supplement (DFARS) Air Force Federal Acquisition Regulation Supplement (AFFARS) SPECIAL INSTRUCTIONS: Offerors shall be required to return the attached Standard Form 1449 Solicitation FA9401-16-T-0027, signed and filled in appropriately as their offer along with any additional information required to be submitted by FAR 52.212-1 Instructions to Offerors Addenda, and any additional fill-in provisions. FAR 52.212-2 Evaluation Commercial Items, Technical Acceptability, The technical evaluation team will evaluate by assigning a rating of "acceptable" or "unacceptable." The Government will evaluate a minimum of three (3) lowest priced offers/proposals for technical acceptability in accordance with the solicitation. If none of the lowest three (3) are technically acceptable, the Government will evaluate the next three (3) lowest priced offers/proposals until one offer/proposal is technically acceptable, or until all offers/proposals have been evaluated. Only those offers/proposals considered technically accepatable will receive further consideration for award. Once an offer/proposal is deemed acceptable, all technical offers/proposals are considered equal. All contractors must be registered in the System for Award Management http://www.sam.gov database prior to any contract award. OFFER DUE DATE AND TIME: 11:00AM 15 Aug 2016 LATE OFFERS: Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref.
