- Sources Sought Justification: Comprehensive Maintenance McQuay Chiller The National Marine Fisheries Service located administratively within the National Oceanic and Atmospheric Administration's (NOAA) intends to award a purchase order for a base and four 1-year options for an annual contract to perform all preventative and corrective maintenance for the McQuay WMC250D 250 ton Central Plant Centrifugal Chiller located at the Pascagoula, Mississippi Laboratory. Daikin Applied Americas, Inc. has been identified as the only known source that can provide the needed services as specified below that will also meet the Government's intended use. This procurement is for the purchase of services to be awarded to the only known source. The Centrifugal Chiller is considered to have proprietary compressor technology and exclusive to the manufacturer. This procurement will provide proper maintenance to critical equipment utilized at the NMFS laboratory and their critical research and analysis mission. The requested service (see information below) is serviced solely by Daikin Applied and the only known qualified source with exclusive access to factory support and services due to the proprietary nature of this product. Vendor also has full repair parts coverage allowing for quick repairs. The requirements for the items are as follows: •Routine inspections 6 times per year including visual inspection, refrigerant leak test, logging operation parameters and making adjustments as necessary to maintain peak performance, reliability and efficiency. •Emergency Service response 24-hours a day, 365 days a year including holidays. Non-emergency requests will be addressed within 24 hours. •Repair parts and provide labor to keep equipment operating as designed. All components deemed defective will be replaced with new and approved OEM parts. •McQuay/Daikin certified Service will be completed at National Marine Fisheries Service Laboratory, 3209 Frederic Street, Pascagoula, MS 39567. The Government is not aware of any other vendors that can provide these specialized services and equipment while also meeting all of the requirements listed above. The intended procurement is for the comprehensive maintenance program for the McQuay WMC250D Water-cooled centrifugal chiller for the National Marine Fisheries Service. Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Daikin Applied Americas, Inc.) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Daikin Applied Americas, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the services. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide specialized maintenance. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed maintenance service. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
