- Combined Synopsis/Solicitation ****NOTE: Please review the attached solicitation document for full details.**** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88, effective May 16 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size of 500 employees. This acquisition is 100% set-aside for small business. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to forest.crumpler@nist.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND: The Fluid Metrology Group within the Sensor Science Division of the Physical Measurement Laboratory, in coordination with the NIST-on-a-chip program, conducts research on miniaturized, "lab on a chip" (LOC) technologies with embedded sensors. NIST is committed to leadership in the fabrication, design, physics, and testing of LOC systems in order to facilitate industrial needs to develop and test new products and to measure and control fluid processes. In support of this mission, the Fluid Metrology Group is developing devices and methods to improve measurements of mass flow, viscosity, pressure, and temperature in microfluidic chip-scale sensors. The Group seeks a zoom microscope that can facilitate fabrication, measurement, and real-time visualization of fluid flow and microscale deformations within microfluidic devices containing deformable elements and sensors.
