Description
This is a SSC Pacific combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes only the solicitation. This is a Total Small Business Set Aside (FAR 52.219-6). Only quotes submitted by Small Business Concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a Small Business will not be considered for award. Competitive quotes are being requested under N66001-16-T-6781. This requirement is set-aside for small businesses, NAICS code is 311710 and the size standard is 750 employees. Basis of award: The government anticipates awarding a firm-fixed price purchase order and it will be based on the lowest priced technically acceptable. Competitive Open market quotations are being requested for the following Fish Requirement - DO NOT SUBSTITUTE" Note: You can quote on all 3 Fish or individual fish type. +/- 10% VARIATION IN QUANTITY ALLOWED Fish 0001 Finger Mullet (Mugli Cephalus) SECTION B: SUPPLIES AND PRICES 30,000 LBS FROZEN WHOLE FINGER MULLET (MUGLI CEPHALUS) EACH INDIVIDUAL FISH MUST BE BETWEEN 5-8 INCHES; CANNOT EXCEED 8 INCHES IN LENGTH. MUST BE A 2016 HARVEST DATE. PACKAGING AND MARKING 50LB BOX OR SMALLER, POLYLINED, PALLETIZED. CATCH DATES MUST BE 2016. PACKAGING AND MARKING 25LB BOX OR SMALLER, POLYLINED, PALLETIZED. PRODUCT TO BE INDIVIDUALLY QUICK FROZEN (IQF) OR SHATTER PACK. VENDOR TO SPECIFIY METHOD IN QUOTE. CONTRACTOR MUST SUBMIT LATEST SANITATION AUDIT REPORT THAT SHOWS NO MAJOR(M), SERIOUS(S) OR CRITICAL(C) DEFICIENCIES; OR IF DEFICIENCIES WERE FOUND, CONTRACTOR MUST PROVIDE DOCUMENTATION WITH CORRECTIVE ACTION TAKEN AND DATE COMPLETED. IF ACTING AS A DISTRIBUTOR, CONTRACTOR MUST SUBMIT DOCUMENTATION FROM THE ANTICIPATED PRODUCTION PLANT/FACILITY. CONTRACTOR MUST SUBMIT HAZARD ANALYSIS AND CRITICAL CONTROL POINT (HACCP) PLAN. HAACP IS SUBJECT TO APPROVAL BASED ON TECHNICAL REVIEW AND DETERMINATION OF ACCEPTABILITY BY SSC PACIFIC. ACCEPTABILITY IS DETERMINED BY EVIDENCE THAT HAACP ADEQUATLEY ADDRESSES SPECIES AND PROCESS SPECIFIC HAZARDS AS OUTLINED IN HAACP BOOK SG4129 DATED APRIL 2011. IF ACTING AS A DISTRIBUTOR, CONTRACTOR MUST SUBMIT DOCUMENTATION FROM THE ANTICIPATED PRODUCTION PLANT/FACILITY. NOTE: HACCP DECLARATIONS WILL BE VERIFIED BY REVIEWING CRITICAL CONTROL POINT LOGS DURING ON-SITE INSPECTION. SUCCESSFUL AWARDEE MUST MAKE THE CONTROL POINT LOGS AVAILABLE DURING THIS INSPECTION. CRITICAL CONTROL POINT LOGS THAT DO NOT CONTAIN ADEQUATE DATA OR INFORMATION THAT HACCP DECLARATIONS HAVE BEEN COMPLIED WITH MAY BE BASIS FOR REJECTION IN WHOLE OR PART. INSPECTION AND ACCEPTANCE SSC PACIFIC RESERVES THE RIGHT TO CONDUCT ON-SITE INSPECTION, TO INCLUDE PROCEESING FROM THE BOAT/VESSEL/OFF-LOAD POINT TO FINAL PACKAGING AND FREEZING. INSPECTION WILL ONLY BE CONDUCTED DURING PRODUCTION, IAW "GENERAL PROVISIONS" AS SPECIFIED IN GOOD MANUFACTURING PRACTICES, CFR Title 21, Part 10. CHECKLIST WILL BE PROVIDED UPON REQUEST. SSC PACIFIC RESERVES THE RIGHT TO REJECT IN WHOLE OR PART BASED ON INSPECTION. PRODUCT WILL BE INSPECTED AT DESTINATION. ANY EVIDENCE OF TEMPERATURE ABUSE WILL BE CAUSE FOR REJECTION AND REQUIRED REPLACEMENT.SSC PACIFIC RESERVES THE RIGHT TO CONDUCT PRODUCT ANALYSIS TESTING ON DELIVERED PRODUCT AND MAY BE BASIS FOR REJECTION IN WHOLE OR PART. CONTRACTOR WILL BE NOTIFIED WITHIN 30 DAYS OF DELIVERY IF ANY UNACCEPTABLE RESULTS OR PATHOGENS ARE DETECTED. VESSEL LOGS WILL BE INSPECTED FOR THE FOLLOWING: TEMPERATURES FROM EACH BOAT HOLD TO BE RECORDED AND VERIFIED UPON LANDING BY PRODUCTION MANAGER OR HIS REPRESENTATIVE. FISH TO BE OFFLOADED FROM THE BOAT WITH PRODUCTION STARTING IMMEDIATELY WITH NO DELAYS IN PRODUCTION FROM START TO FINISH DATE/TIME PRODUCTION STARTS AND STOPS TO BE RECORDED.
