Description
Request For Information (RFI) The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army RDECOM-ARDEC, Picatinny Arsenal is conducting a market survey for the support of Advanced Breaching Demo & Technology (ABDT) Science & Technology Project. The Munitions Systems & Technology is responsible for performing life cycle engineering for all munition systems to include tank artillery, mortar, small and medium caliber rockets, shoulder fired and recoilless, demolition munitions as well as vehicle protection systems. The US Army Contracting Command has a requirement to provide support in developing the next generation of breaching tools for suspected minefield in support of foot patrol operations. • We are conducting a wide area search for technology solutions being developed or have been developed on the following: o The objective is to create a safe path in a suspected mine field, on a variety of soil types. Traditionally a line charge has been used to provide the end effect of creating the path that is used by Soldiers to traverse the field. The line charge is used as the vessel to transport the mechanisms that provide the impulse-pressure over time that creates the path. These mechanisms maybe of high order or low order and may be sequenced. • The US Army Contracting Command is open to different technologies/methods not in a "line charge" form factor to accomplish the end goal of creating a path. Technologies such as directed energy, electro static discharge, explosive pulse power, explosive/kinetic and others with their varying degree of maturity are also welcome. Responsible and interested sources shall submit their qualifications and experiences within thirty (30) calendar days of this notice to include, but not limited, the following information: (1) Organization Name (2) Ownership structure (3) Management personnel (4) Description of technical approach to address this RFI (5) Summary of past experiences covering the last five (5) years. • The experiences summary should highlight specific explosive or electronic technologies researched or supported in the past five (5) years which may be applied towards this breaching requirement. This market survey is for planning purposes only and should not be construed as a request for proposal or an obligation on the part of the government. This synopsis is open to all business concerns; however, in accordance with FAR 19.501, the Government's intent is to establish Blanket Purchase Agreements (BPA's) with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be considered. All interested and potential firms must be registered in SAM, and current firms must update their records annually to maintain an active status. Please visit the SAM website to register and update https://www.sam.gov/portal/public/SAM/. However, registration in no way guarantees that a contract or assistance award will be issued. Firms/companies are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, reports, information pertaining to experience on previous projects, specific work previously performed or being performed, any in-house research and development effort, and any other specific and pertinent information as pertains to this particular area of procurement. All information is to be submitted via email (10MB limit) at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small and provide your DUNS or Cage Code. Please provide the name of your firm, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested firms/companies are encouraged to submit their capabilities/qualification data NO LATER THAN August 26, 2016. The Government may enter into one or multiple Blanket Purchase Agreements as a result of this notice.
