- NOTICE OF INTENT The Department of Veterans Affairs, NCO 15, intends to award a sole-source contract to CK Power, 1100 Research Blvd., St. Louis, MO 63132, for the following service: The contractor shall adjust and test Programmable Logic Controller/Human-Machine-Interface (PLC/HMI) programming to add a selectable Automatic mode for power transfer that will allow the operator to choose whether the system will return to utility automatically or manually. Government Furnished Equipment (GFE) is a Kohler Automatic Transfer Switch. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit a capability statement, including price, sufficient to determine capability in providing same service, to Karen Munroe, Contracting Officer, at Karen.Munroe@va.gov by August 3, 2016 no later than 12:00 pm (noon, local time). All capability statements received by closing of this notification will be considered by the Government. A determination not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted using FAR 13 simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541513 with a size standard of $27.5 Million. This is for informational purposes only and not to be construed as a commitment by the Government. Any information submitted to this notice of intent is voluntary.
