Description

Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated contract under NAICS code 541614 “ Process, Physical Distribution and Logistics Consulting Services with a small business size standard of $15.0M. The Department of the Navy ™s Fleet Logistics Center Norfolk (FLCN) requires contractor support to sustain a Real-time Reutilization Asset Management (RRAM) program. The anticipated period of performance for an eventual contract, if awarded, is a 12 month base period and four (4) 12 month option periods. Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. FLCN is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide qualified personnel to support the FLCN RRAM program in the following functional areas: 1.Identify, catalog, and store materials 2.Return standard stock (NSN) items to the supply system 3.Issue RRAM material to afloat/ashore activities at no material cost (cost avoidance) to the Navy. 4.Provide a removal team to support ships availability On Board Repair Parts (OBRP) material offloads and backloads in addition to the offloading all materials deemed excess by Naval Inventory Control Point (NAVICP) computations performed against the specific activity ™s consolidated shipboard allowance listing (COSAL) Allowance Type code 6 (AT6). 5.Receive ship force and command activates material and logs into N-ERP inventory. 6.Manage the database and ensure parts validity by performing an ongoing real-time running inventory. 7.Perform requisition of material through the standard Navy supply system (ERP) 8.Pack and ship requested material to the requesting ship or shore activity 9.Timely transport of the removal team collected materials to FLCN. 10.Be required to maintain appropriate staffing and insure all certifications and/or licenses are maintained for government furnished vehicles. 11.Technical assistance and data management 12.Tracking of all materials issued that are picked up to and transported by either commercial or government couriers. 13.Be able to communicate with all teams in the event of changes 14.Provide 24/7 hour customer service 15.Provide onsite training for initial startup. Training required for personnel shall include but no limited to: picking of material, packaging and processing of material to be issued, database and inventory tracking, as well as instructing personnel on customer service and fork truck operator licensing. 16.Participate in quality assurance programs Services shall be delivered at the locations indicated in Section 7 of the draft PWS. Refer to the PWS for additional information. Reponses to this Sources Sought request shall include the following information in this format: 1.Company name, address, point of contact name, phone number, fax number and email address. 2.Contractor and Government Entity (CAGE) Code. 3.If the items can be solicited from a GSA schedule or existing Multiple Award Contract, provide the contract number. 4.Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 5.Capability statement displaying the contractor ™s ability to successfully perform the tasks described in the PWS. Past performance information may be provided to bolster the contractor ™s capability statement. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 3 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 6.What contract type (firm fixed price, cost, time and material) would be the best type to pursue for this type of action 7.Comments, questions and recommendations regarding contractor tasking detailed in the PWS are encouraged. 8.Include any other supporting documentation deemed necessary. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages, single-spaced, in no less than 12 font size. Responses should be emailed to Mr. David Biggs at david.a.biggs@navy.mil by 10:00 AM ET on 29 August 2016. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this sources sought will be updated and/or may change prior to an official synopsis/solicitation, if any, is issued.
