Description
This acquisition is a Prospective (Intended) 100% set aside for Small Business. If Two or more interested Service Disabled Veteran Owned Small Business (SDVOSB) respond, then the solicitation to acquire services described below, shall be 100% Set-aside to SDVOSB. If there are no SDVOSB or VOSB responses, then this requirement will be available to all interested Small Businesses. The NAICS: 236220 (Commercial and Institutional Building Construction) $35.5 size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested Small Businesses that the VA National Cemetery Administration, Pacific District as directed by the VA Willamette National Cemetery, will solicit a Set-Aside proposal. This Request for Proposal (RFP) shall be under No: VA786-16-R-0269. A RFP solicitation is currently not available. The intent of an awarded contract shall be to Remove/ replace existing computerized central irrigation control system/satellite irrigation controllers; existing on-site weather station; set-up central control system; install new station wires to remote control valves. Project: No. 906-MM-FY16-003; The evaluation factors are as follows Technical; Past Performance when combined shall be significantly greater than Price. BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. PROGRAM OBJECTIVES: The purpose of this Pre-solicitation is to obtain a contractor to support the Riverside National Cemetery and the National Cemetery administration. Project Title: Eagle Point National Cemetery -Remove Non-Compliant Stairs and Re-Landscape Project Project Location: Eagle Point National Cemetery, 2763 Riley Rd., Eagle Point, OR 97524 All work shall be performed in accordance the Plans/Specifications/Statement of Work, contained in this contract. Offerors must possess a valid Landscape Contractors License or equivalent and a copy shall be submitted to the Contracting Officer with their proposal. Construct in accordance with the VA Construction requirements, Federal, Oregon and Local Codes requirements. Work includes, but not limited to: site demolition, materials salvage, rough grading, import topsoils, stone veneer wall construction, flagstone paving, sign light electrical work, sign relocation, soil amendment, fine grading, shrub and groundcover planting, turfgrass sodding, weed control barrier, planting area mulching, river rock mulching, turf irrigation, planting bed irrigation, and other work as indicated. All work shall be provided as described in the Plans and Specification, hereby known as "The Drawings". All work shall be coordinated with the Contracting Officer's Representative (COR). Work will be conducted in such a manner to minimize the impact on the Cemetery operations. Coordinate shut-down any of site utilities as such as water supply to the existing irrigation system, and electrical power to the sign lights with the COR. Water and power shall be restored at the end of each business day. Work on site will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer's Representative (COR) and with the Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. CLIN 2: Site Construction 1.Layout site construction work to lines and levels indicated. 2.Construct stone veneer wall with cast-in-place concrete cap to match existing site walls. 3.Construct flagstone paving. 4.Provide sign lights including related electrical work. 5.Remove and Reinstall burial section markers. 6.Relocate commemorative sign. 7.Set Government-provided commemorative stone monolith. 8.Provide river rock cobble mulch in raised planter. 9.Provide shovel cut edge treatment at bark mulch borders at raised planter and adjacent to walls. 10.Work shall be provided as indicated in The Drawings. CLIN 3: Site Grading and Wall Profile 1.Rough grade landscape areas filling voids from demolished work and preparing subgrades for placement of imported topsoil. 2.Import topsoil testing and recommendations. 3.Place and compact imported topsoil. 4.Set wall footing and wall elevations as shown on The Drawings. 5.Establish finish grades as shown on The Drawings. 6.Work shall be provided as indicated in The Drawings. CLIN 4: Irrigation 1.Extend existing mainline and decoder wire to new remote control valve locations. 2.Provide new pop-up turf rotor irrigation zones to irrigate new turf area. 3.Provide new pop-up shrub irrigation zone to slope. 4.Provide quick coupler. 5.Provide transient surge protector. 6.Provide other work as indicated. 7.Work shall be provided as indicated in The Drawings. CLIN 5: Planting 1.Soil testing and recommendations. 2.Amend soils per recommendations of soil tests and specifications. 3.Fine grading and compacting. 4.Plant turfgrass sod in new turf area to match cemetery turf variety. Blend with adjacent turf burial sections. 5.Plant shrubs and groundcovers on slope area. 6.Plant barrier shrubs in planting area above existing retaining wall. 7.Provide pre-emergent herbicides. 8.Provide weed barrier fabric where indicated. 9.Provide jute netting on slopes. 10.Provide bark mulch in all shrub beds and bark mulch areas. 11.Planting establishment maintenance. 12.Provide other work as indicated. 13.Work shall be provided as indicated in The Drawings. GENERAL REQUIREMENT I. General Notes 1.Prior to submission of any bid, the Bidders shall perform a thorough field survey of the existing site conditions and features. Verify at project site the exact size, clearances of all existing features being modified, relocated, extended, connected to or removed. Any site conditions which may cause significant deviation from The Drawings shall be brought to the attention of the Contracting Officer or his/her Representative (COR) for clarification prior to submission of the bid. Verify dimensions of all Government-furnished and installed equipment to insure proper coordination with construction. Contractor shall bear all costs for relocation of existing utilities from failure to advise of conflict in writing prior to submission of any bid, and/or from failure to properly coordinate installations of system. 2.All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as noted for work on the irrigation system. 3.Coordinate and resolve all details of the shutdown for the irrigation system, and then submit the plan to the COR two (2) weeks in advance of proposed shutdown for acceptance. When option exists, implement options to minimize interruption of service to the facilities. 4.Contractor shall coordinate with the COR the location of construction fencing, temporary portable toilets, construction staging and material storage containers, etc. Public access to the National Cemetery shall not be impaired. 5.The Contractor shall assume sole responsibility for safety of all persons on or about the construction site, in accordance with applicable laws and codes. Guard all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and Oregon OSHA. Fence the construction area as necessary to prevent public access to the work site. 6.The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship for a period of one year after the date of Final Acceptance by the Government. The Contractor hereby agrees to repair or replace all defects or imperfection appearing in the work done under this contract to the satisfaction of the Government at no additional cost to the Government. 7.Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Eagle Point National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. "Safety" shall also include the Contractor having a safety representative who maintains regular and routine contact with the Safety Officer at EPNC. Contractor shall provide training of the contractor's and subcontractor's workers as necessary to meet these requirements. 8.
