REQUEST FOR QUOTE (RFQ) - HQ0423-16-T-0029 This is a combined synopsis/solicitation (RFQ) for the purchase of obtaining Communication Access Realtime Translation Services (hereinafter referred to as CART) for a training workshop that will be held in Indianapolis, IN in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Under FAR Part 13.3 the Government intends to award a single firm fixed price contract under NAICS code is 561492 with small business size standard $15.0 million. Note: This will be a total small business set-aside. SOLICITATION CLOSING DATE : All quotes must be received by 10 am (Eastern), Friday, August 5, 2016. Preferred delivery method for submission of your quote is via email : carrie.e.fairbanks.civ@mail.mil. Registration in this system is required in order to be awarded a contract. PLEASE NOTE: A quotation does not constitute an award; therefore, an obligation to your company is not official until you receive the purchase order for this service. DESCRITION/INTENT OF WORK TO BE PERFORMED: Defense Finance and Accounting Service (DFAS) requires onsite qualified Computer Assisted Real-time Translation (CART) services for a training workshop that will be held in Indianapolis, IN for deaf and hard of hearing employees (hereinafter referred to as deaf) in attendance to include written transcription consecutively from onsite CART Services requiring stenotype machines, laptop and applicable software: Item 001: CART Services as described below. Firm fixed price shall be provided for the event as described in detail below.. The contractor shall provide all equipment and supplies for the service it is required to provide under the contract. Item 002: Transcription as described below. Firm fixed price shall be provided for the event as described in detail below. Item 003: Cancellation Fee. (Will not be totaled in the overall quoted priced). In the event the Government cancels the service with less than 24 hours in advance, a cancellation fee may be assessed. Any other rates not listed above are considered incidental and should be included in the fixed event prices identified in the item descriptions above. Note: No travel or per diem will be reimbursed for travel. Failure to provide rates for all description items may result in quote being found non-conforming. Requirement Tasks: The Contractor shall provide onsite CART services with all necessary personnel and equipment as requested on the dates stated, and shall perform the work herein. The Americans with Disabilities Act requires the provision of qualified CART providers in a variety of settings. To satisfy this requirement, the Contractor shall provide writer(s) possessing the knowledge, skill and ability to produce complete, accurate, simultaneous translation and display of any live-event setting, utilizing computer-aided translation at speeds of 225+ words per minute with an accuracy of 95% or better. The contractor writer(s) must arrive no later than thirty (30) minutes prior to scheduled assignment. Requirement Deliverables: Transcription Report: The Contractor and its writer(s) shall provide a complete verbatim transcription of the service rendered to the above identified individual via email within three (3) business days after the close of the training workshop. All transcriptions must be free of major errors and untranslations. The Contractor and its writer(s) are responsible for all errors and omissions. Government Provided Resources/Services: The Government will arrange an appropriate physical setting for the writer(s) to record the training workshop including electrical outlets for the writer(s) equipment. The Government will contact the contractor with all relevant information including date, start time, and address of the training workshop. Place of Performance : Sheraton Indianapolis City Centre, 31 W. Ohio St., Indianapolis, IN. Period of Performance: August 30, 2016 - September 2, 2106. Event time for days 8/30; 8/31 and 9/1 is expected to be from 8:00 am - 4:30 pm with a lunch break scheduled from 11:30 am to 12:30 pm. Event time for day 9/2 is expected to be from 8:00 am - 12 Noon with no scheduled lunch break. PRICES: A firm-fixed price quote is to be made. Travel and per diem costs are to be included in the unit price and are not invoiced separately. All Prices shall be rounded to the nearest cent. BASIS FOR SELECTION: Best Price. The Government will award a single contract to the Contractor whose quote is determined to conform to the solicitation and provide the best price. INVOICING AND PAYMENT : Invoices shall be submitted as a 2-in-1 or Combo invoice via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract per DFARS Clause 252.323-7006 Wide Area Work Flow (MAY 2013). It is the Contractor's responsibility to register in the WAWF system in order to insure prompt payment. Once the invoice is received in WAWF, the Acceptor will review and if correct accept it for payment. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (2) While not required, the Contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations. DFARS 252.209-7991 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law­ Fiscal Year 2016 Appropriations (DEVIATION 2016-00002) (OCT 2015) (a) In accordance with section lOl(a) of the Continuing Appropriations Act, 2016 (Pub. L. 114-53) and any subsequent FY 2016 appropriations act that extends to FY 2016 funds the same restrictions as are contained in sections 744 and 745 of division E, title VII, of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by this or any other Act may be used to enter into a contract with any corporation that- (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government. DFAS 52.204-9000 "REPLACEMENT OF PAPER DOCUMENT DISTRIBUTION WITH ELECTRONIC DOCUMENT ACCESS (EDA)" (JUN 2012) Copies of DFAS contracts and modifications are available on the Electronic Document Access (EDA) website at http://eda.ogden.disa.mil. The website provides access information as well as EDA Help Desk Support. DFAS 52.223-9000, "ENVIRONMENTALLY PREFERABLE PRODUCTS" (July 2013) The Environmentally Preferable Products clause is included in this contract to articulate the Government's policies on Green Contracting. FAR 23.403 sets forth the Federal Government's policy to acquire items composed of the highest percentage of recycled-content practical, in a cost effective manner while still obtaining other contracting goals. Recycled-content products are identified in the Environmental Protection Agency's Comprehensive Procurement Guidelines (CPGs). The United States Department of Agriculture (USDA) will be producing a similar list which designates Bio-based products. EPA guideline items (and USDA designated bio-based products, when designated) are seen as the minimum that should be considered when evaluating environmentally preferable materials. Other environmentally preferable materials and products not listed, but commonly used in industry outside of the Government, should also be considered. Executive Order 13423 (January 24, 2007) required federal agencies to use sustainable environmental practices, including acquisition of bio-based, environmentally preferable, energy-efficient, water-efficient, and recycled-content products. Moreover, it required that paper of at least 30 percent post-consumer fiber content must be acquired or used in Agency acquisitions of goods and services. Executive Order 13514 (October 5, 2009), required federal agencies to analyze internal processes and revise reporting requirements in order to achieve such results as improvement of water use and efficiency, promoting pollution prevention and elimination of waste. But more particularly as related to procurement, an emphasis was placed on efforts to advance sustainable acquisitions to ensure that 95 percent of new contract actions including task and delivery orders, for products and services with the exception of acquisition of weapon systems, are energy-efficient (Energy Star or Federal Energy Management Program (FEMP) designated - FAR 52.223-15, and -16 when specific to computer products), water-efficient (Goals within Executive Order 13514 ), bio-based ( FAR 52.223-1 & -2 ), environmentally preferable ( FAR 52.223-10 ) and/or Electronic Product Environmental Assessment Tool (EPEAT - FAR 52.223-16 ) certified, non-ozone depleting ( FAR 52.223-11 ), contain recycled content, or are non-toxic or less-toxic alternatives (FAR 52.223-3 & DFARS 252.223-7006 ), where such products and services meet agency performance requirements. § 1. Mandatory Use of Paper and Other Products with Recycled Content. (a) All paper utilized in the performance of this contract must be of at least 30 percent post-consumer fiber content. (b) The contractor affirmatively acknowledges that it will, to the maximum extent practicable, use sustainable environmental practices including acquisition of bio-based, environmentally preferable, energy-efficient, water-efficient, and recycled-content products in the performance of this contract that meet the recycled-content recommendations for EPA designated items, which are found at http://www.epa.gov/epaoswer/non-hw/procure/products.htm. In addition, by responding to this solicitation the contractor is certifying the deliverables required under this contract shall meet the recycled-content recommendations for EPA designated items ( FAR 52.223-17 ). § 2 Notice of Green Alternatives in Offerors' Product/Service. (a) When offering a product or service that contains "Green" components as that term is defined at http://www.epa.gov/epaoswer/non-hw/procure/products.htm, the contractor shall make the Contracting Officer aware of such facts in the submission of their quote or proposal. (b) The contractor, when appropriate, shall comply with FAR Clause 52.223-9 Estimate of Percentage of Recovered Material Content for EPA Designated Products, and provide the certification required by FAR 52.223-4, when required. § 3 Affirmative Duty of Contractors to Adhere to Green Contracting Policy. (a) Whenever practicable, the Contractor has an affirmative duty to examine its packaging to eliminate or reduce waste by volume, toxicity and/or weight and to utilize or substitute recyclable material for non-recyclable material in packaging. (b) Whenever practicable, the Contractor has an affirmative duty to find other materials utilized in the delivery of services under this contract and examine whether it can reduce waste by volume, toxicity and/or weight and to utilize or substitute recyclable materials for non-recyclable materials of items consumed in the furnishing of their services. (End of clause) DAS 52.233.9000 Agency Protests (March 2014) Agency protests shall be resolved by the contracting officer. As an alternative, an independent review at a level above the contracting officer is available upon request by an offeror. (End of provision) CONTRACTOR MANPOWER REPORTING: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for DFAS via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil/. WAGE DETERMINATION : The Service Contract Act of 1965, as amended, applies to this acquisition, per the Federal Acquisition Regulation (FAR) clauses that have been incorporated by reference (FAR 52.212-5). Wage Determination No 2005-2193, Revision No 18, dated 12/29/15 is applicable to this solicitation and may be viewed at http://www.wdol.gov/.
