RFP Questions & Answers (07/25/2016) Amendment 0001 - Summary of Changes Conformed copy of RFP This announcement includes Amendment 0001 to this solicitation and questions and answers from the Q&A period. This announcement constitutes a Request for Proposal (RFP). This notice for solicitation, N00173-16-R-HD01, is issued as a request for proposal in accordance with Federal Acquisition Regulations (FAR) Part 15. This procurement will be conducted through the use of Full and Open (F&O) competition. The North American Industry Classification System (NAICS) code for this procurement is 541712 (Research and Development in the Physical, Engineering and Life Sciences), with a Small Business Size Standard of 1,000 employees. Please note that all Request for Proposal (RFP), amendment(s) and/or publicly releasable documentation will reside on Federal Business Opportunities (FedBizOps). It is recommended that interested Offerors check the site frequently for any updates. Proposal submission deadline is no later than Thursday, August 04, 2016 at 16:00 EST. The Naval Research Laboratory (NRL) has a requirement for research, development, and technical services for the NRL Electronics Science and Technology Division (ESTD), located in Washington, DC. ESTD is NRL's principal organization in the areas of electronic materials, devices, components, and sub-systems. Basic and applied research in these areas are focused on both the fundamental science as well as the development of technologies that can positively impact the warfighter through improved electronic systems that are used in systems including radar, communications, power conversion/control and electromagnetic warfare. The scope of this contract covers a broad range of services and solutions needed to support NRL-ESTD, which are categorized into seven research fields: Research Field 1 - Optoelectronics Research Field 2 - Radiation Effects Research Field 3 - Physics of Electronic Materials Research Field 4 - High Power Electronics Research Field 5 - Vacuum Electronics Research Field 6 - Microwave and Millimeter-wave Circuits Research Field 7 - Microwave and Millimeter-wave Materials and Devices There is no requirement for an offeror to be able to perform across all research fields, and offerors will identify and propose only on those research fields in which they have expertise and experience. The Government anticipates the award of a multiple award indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of five years and total maximum ordering quantity of $48 million. Task orders are expected to be issued as firm-fixed-price (FFP), FFP level-of-effort (FFPLOE), and/or cost-plus-fixed-fee (CPFF). Award(s) will be made based on the best value to the Government through the tradeoff source selection process. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOps website. Offerors are responsible for routinely checking the FedBizOps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued. Note: A previous request for information (pre-solicitation) notice as part of Market Research related to this procurement was posted in April-May 2015 under notice number: N0017315RHD02.
