- This is a Request For Information (RFI) notice only. This is not a request for proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Requests for a solicitation will not receive a response. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The purpose of this RFI is to obtain market research knowledge that will enable the Government to make appropriate decisions and to gain knowledge of potential qualified sources interested and capable of performing the work. United States Special Operations Command (USSOCOM) intends to solicit and negotiate solely with ViaSat Inc., 6155 El Camino Real, Carlsbad, CA 92009-1602 for operations and sustainment support to include upgrades to current and emerging requirements for eighteen TS4528A/U Demand Assigned Multiple Access (DAMA) Orderwire Channel Controller Trainer/Simulator (DOCCT/S) systems, NSN 5895-01-494-2241. Thirteen of the eighteen DOCCT/S systems are 2-channel systems (ViaSat part number VA-017000-0028) and the five remaining are 4-channel systems (ViaSat part number VA-017000-0032). DOCCT/S is a software and hardware turnkey trainer/simulator for UHF satellite communications (SATCOM). DOCCT/S replicates a DAMA network control station and network terminal operations. Internal satellite simulation includes frequency translation, digital transponder band limiting and hard limiting, and digital propagation delay, Doppler effects and thermal noise. DOCCT/S architecture is based on ViaSat's RT-1828 and RT-1830 UHF SATCOM network terminals, with the addition of ViaSat proprietary hardware and software to emulate network control and communication over a UHF transponder. Each set of five VME modules (consisting of an I/O module, DSP module, transmitter module, receiver module, and a satellite simulator module) provides a simulated UHF DAMA channel. The DAMA Network Control System (NCS) that provides worldwide coverage for 5 KHz and 25 KHz DAMA for the U.S. Government was designed developed, built, certified, and fielded by ViaSat. DOCCT/S replicates NCS software so terminal login and communications service requests are handled with the MIL-STD 188-182A, -183, -183A, -183B, and -181B required protocol. Sustainment will include a contractor depot repair capability, field technical services, operator/maintainer training, and installation of a roved modifications and upgrades if required. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements. This determination is based on the fact that ViaSat Inc. is the original equipment manufacturer (OEM) and sole provider of the DOCCT/S systems. The government contemplates award of contract for a 3-year sustainment period with one 2-year option sustainment period. This RFI notice is for informational purposes only. A determination by the government not to compete this action based upon responses is solely within the discretion of the government. This RFI notice is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this RFI notice. Interested parties may submit their interest and capabilities no later than Monday, July 8, 2016 2:00 p.m. Eastern Standard Time.
