- Criminal Justice Involved Youth. Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: The Council of Southeast Pennsylvania, Inc. PRO-ACT Doylestown Office 252 W Swamp Rd, Unit 12 & 33 Doylestown PA, 18901-2465 This purchase order work seeks to partner community-based stakeholders to continue to implement a comprehensive training curriculum targeting youth peer-to-peer mentors. In addition, it seeks to further instruct those peer-to-peer mentors trained in phase one and two of this effort, in previous years. The work will be divided in two distinct trainings of peer-to-peer youth and young adults: the first training will target new potential peer-to-peer mentors for previously adjudicated youth, and the second will provide additional skills-building for all, or, most of the previously trained youth and young adult mentors. The goal of the latter training is to enhance the attainment, or, achieve the attainment of a Peer Coach certificate, or, other credentials for those trainees interested in doing so. The impact of trauma on the behavioral health of youth also plays a role in this issue as more than 6 in 10 U.S. youth have been exposed to violence within the past year, including witnessing a violent act, assault with a weapon, sexual victimization, child maltreatment, and dating violence. Nearly 1 in 10 of these young individuals was injured (SAMHSA, 2011). Another factor to consider is the existing racial disparity in the criminal justice system. Such disparity exists when the proportion of a racial or ethnic group within the control of the system is greater than the proportion of such groups in the general population. The causes of such disparity are varied and can include differing levels of criminal activity, law enforcement emphasis on particular communities, legislative policies, and/or decision making by criminal justice practitioners who exercise broad discretion in the justice process at one or more stages in the system (The Sentencing Project, 2000). A need continues to exist within SAMHSA's Center for Substance Abuse Treatment to reach out to youth and young adults in recovery, and/or in need of recovery, who have been involved in the juvenile justice system, or, who are re-entering their communities from a juvenile justice institution. This purchase order seeks to broaden its reach to this group of young individuals through a cadre of young adult peer recovery coaches who can work with, and educate, youth of color consistent with the goals of the President's "My Brother's Keeper" initiative. An additional consideration is the need to educate the peer support staff targeted by this activity on the approaches that can diminish the all to frequent opioid overdose incidence in this country. By educating more peer support staff on the methods of opioid overdose prevention tools and practices, they can be the conduits to not only the youth in recovery they will support, but, as importantly, the broader community. This activity will also help support SAMHSA's strategic effort to help reduce and eliminate opioid overdose deaths. Pennsylvania Recovery Organization - Achieving Community Together (PRO-ACT) is a grassroots advocacy and recovery support initiative of The Council of Southeastern Pennsylvania. PRO-ACT works to reduce the negative attitudes of addiction to ensure the availability of adequate treatment and recovery support services and, to influence public opinion and policy regarding value people in recovery hold. PRO-ACT is uniquely qualified to execute this purchase order because of their long standing and effective mentoring program called Mentor+ Program. This program was created by the recovering community of Bucks County, PA, to serve inmates in early recovery at the Bucks County Correctional Facility (BCCF). Its purpose is to offer hope, advice, counsel and friendship to inmates who are incarcerated directly or indirectly for substance abuse-related crimes. This unique program is designed to support those involved in the criminal justice system make healthy decisions in the areas of housing, employment, transportation, parental issues, identification, health, substance abuse treatment. PRO-ACT is responsible for all trainings that occur at the Recovery Training Center located in the inner city of Philadelphia, PA where people in recovery, family members, and supporters of recovery are mobilized to advocate for their recovery communities. PRO-ACT has provided young adult peer coach training for the federal government in the past. They currently provide a myriad of trainings, workshops, and educational opportunities to help interested persons learn about alcohol and other drug addiction, recovery, advocacy, leadership and empowerment. PRO-ACT has experience training young people of color and assisting their trainees to become certified peer specialist which is a task of this contract. This is not a solicitation for competitive proposal. No solicitation document is available.
