- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items. The VISN 23 Veterans Health Administration intends to negotiate a commercial sole source contract with Biomedical Genomics Center, University of Minnesota, 2231 6th Street, SD, Minneapolis, MN 55455, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-53. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is attached in support of this acquisition. This contractor is an affiliate to the VA Minneapolis Health Care System and has knowledge and experience with the VA research program that would not be readily available to another contractor. This announcement constitutes the only solicitation and a written solicitation will not be issued. The following is the Statement of Work we are requesting this contractor to complete for us: STATEMENT OF WORK (Minneapolis VA & University of Minnesota) Dr. Scott Sponheim and the Research Service at the Minneapolis VAHCS requires contract services of the The Biomedical Genomics Center at the University of Minnesota (Minneapolis VA's affiliate) for Dr. Dr. Scott Sponheim project "Essential Features of Neural Damage in Mild Traumatic Brain Injury". The mission of the center is to develop and apply knowledge of medical conditions and innovative practices in order to improve the effectiveness and efficiency of healthcare services for our nation's veterans and the larger healthcare community. Because of the high level of specialized research involved, the Biomedical Genomics Center at the University of Minnesota will perform genome-wide characterization of de-identified samples provided to them from Dr. Sponheim's laboratory. Minneapolis VAHCS Research Service's primary academic affiliate is the University of Minnesota. Application of a genotyping chip from Illumina to samples. This work will involve the purchase of reagents, amplification of DNA, use of bead technology to apply the Illumina chip, and organization and process of resulting quality control data and genetic data. The Biomedical Genomics Center is the premier center for genotyping work at the University of Minnesota. The facility hosts the necessary instrumentation and computational resources to carry out high through-put genotyping of high quality. Prior work with the center has resulted in very high quality genotype information. Dr. Dr. Scott Sponheim requires contracted services with their educational affiliate who has substantive knowledge of this area of Biomedical Research. Essential Element 1: Statement of the specific objectives of the contract. The services of the following are requested: (1) Application of a genotyping HumanCoreExome BeadChip from Illumina custom-designed by the Psychiatric Genomics Consortium (also known as the "PsychChip"; see https://pgc.unc.edu ) to samples, and assistance in management, analysis, and interpretation of resulting genomic data. The genotyping work will specifically involve the purchase of reagents, amplification of DNA, use of bead technology to apply the Illumina chip, and organization and process of resulting quality control and genetic data. The PsychChip is available at a discounted price of $45 per sample through the Biomedical Genomics Center and comprehensive services by the center are $40 per sample, equaling a total of $85 per sample for genome wide characterization of over 240,000 tagSNP markers, over 240,000 exome-focused marker and 50,000 custom markers for psychiatric disorders. (i) The solicitation number is VA256-16-Q-0725 and is issued as a Request For Quotation (RFQ) (iI) The provisions and clauses incorporated into this solicitation document are those in effect through the Federal Acquisition Circular. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text.
