This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-16-Q-60111 applies, and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88, effective, 16 May 2016. (iii) It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. This is a total small business set aside. The North American Industry Classification System (NAICS) code is 811310 and 336611. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. (iv) The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. Award will be made on lowest acceptable price. (v) The United States Coast Guard Surface Forces Logistics Center has a requirement for the following items: HOT RIVET SUPPORT ON THE COAST GUARD CUTTER EAGLE DESCRIPTION: EAGLE HOT RIVET SERVICES. Perform hot rivet removal and renewal services in accordance with the below Statement of Work STATEMENT OF WORK FOR USCGC EAGLE (WIX 327) RIVET REPLACEMENT 1. OBJECTIVES: 1.1 Acquire the service of a contractor with the history and expertise necessary to perform hot rivet removal and renewal on a Coast Guard Cutter hull marine application. 2. SCOPE: 2.1 This work item describes the requirements for the Contractor to remove and renew various deteriorated rivets throughout the underwater body, keel and free board, using the hot rivet method. The total number of rivets to be replaced will be determined after a Government and Contractor joint inspection. 3. REQUIREMENTS: 4.1 The Contractor shall be required to provide all labor and material associated with rivet renewal. 4.2 The Contractor shall develop a cost proposal, to include all costs associated with removing and installing various sized rivets at various locations. The estimate will include costs associated with three technical visits during the planning phase necessary to provide guidance on preparation and final fit for rivet installation. It is estimated that the maximum total number of rivets is 2000. The final total will be determined after a Government and Contractor perform a joint inspection. 4.3 The sizes of the existing rivet's diameter would range from 22mm to 28mm and various lengths depending on location. After the old rivets are removed the final size of the new rivets will be determined depending on the amount of reaming required for installation. The Contractor shall provide a recommended replacement rivet size. 4.4 All work will be performed while the Cutter is in Dry Dock, located at the Coast Guard Yard Baltimore Md. 4.5 Riveting, other mechanical fastening and work accomplished in conjunction with mechanical fastening such as caulking shall be in accordance with Mil-Std-1689A. 5. DOCUMENTED CAPABILITIES: 5.1 The Contractor is required to provide a detailed resume documenting knowledge of and capabilities to installing hot rivets. The resume should include a history of related work with references. 6. PERFORMANCE PERIOD: 6.1 Cutter's availability starts in September 2016 and will end March 2017. An estimated start date for the riveting would be October 2016 and could require multiple visits to complete all rivet work. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. As used in this provision- "Data Universal Numbering System (DUNS) number" means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities. "Data Universal Numbering System+4 (DUNS+4) number" means the DUNS number means the number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" or "DUNS+4" followed by the DUNS or DUNS+4 number that identifies the offeror's name and address exactly as stated in the offer. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights -- (1) Within a reasonable period of time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. (e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence. (f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided. (g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience. (h) Warranty.
