- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price contract, on a sole source basis, with CAEN Technologies of Staten Island, NY for multi-channel high-speed digitization cards. The statutory authority for this sole source acquisition is Federal Acquisition Regulation (FAR) 13.106-1(b). The Radiation Physics Division, part of the Physical Measurement Laboratory (PML) at NIST, develops, maintains and disseminates the measurement standards for ionizing radiations and radioactivity in the United States. The Neutron Physics Group provides measurement services, standards, and fundamental research in support of NIST's mission as it relates to neutron technology and neutron physics. The national interests served include industrial research and development, national defense, homeland security, higher education, electric power production, and, more specifically, neutron imaging, scientific instrument calibration and development, neutron source calibrations, detection of concealed nuclear materials, radiation protection, and nuclear and particle physics data. The purpose of this acquisition is the purchase of fast signal digitizing cards. These are required for the development of multi-channel fast-neutron and neutrino spectrometers with pulse shape discrimination capability being devolved by NIST. NIST currently owns several CAEN digitizing cards. The digitizing cards required under this requirement must be able to communicate with the current digitizing cards, as all digitizing cards will be incorporated into a system that functions as a single unit. CAEN cards use a propriety language for communicating between cards that is not licensed to other vendors and allows cards to function together. Essential Characteristics: • The total number of digitizing channels must be 64; • Each channel must have a minimum of 14-bit digitization depth; • Each channel must have a minimum sampling rate of 250 MS/s • Onboard memory: minimum 640 kS/ch.; • Minimum bandwidth 125 MHz • Two full scale ranges for analog input: 0.5 V and 2 Vpp; • Require VME 64X compliant communications interface; • Optical communications link compatible with CAEN CONET. The North American Industry Classification System (NAICS) code for this acquisition is 334111 - Electronic Computer Manufacturing, and the size standard is 1,250 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 1:00 p.m. Eastern on July 22, 2016. Inquiries will only be accepted via email to cory.worley@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
