"1. CONTRACTING ACTIVITY: Procurement & Contracting U.S. Department of Justice (USDOJ) Executive Office for Immigration Review 5107 Leesburg Pike Falls Church, VA 22041 2. DESCRIPTION OF ACTION: EOIR intends to enter a enter a contract for brand name WAVE Plus Instant Notification System to meet Government requirements. The specific brand name is used throughout the Department of Justice's facilities. The specified brand is required to ensure compatibility with the existing systems. No other brands will satisfy the agency's requirements 3. DESCRIPTION OF SUPPLIES/SERVICE: The DOJ/EOIR intends to establish a Blanket Purchase Agreement to install the WAVE PLUS system at any of the EOIR courts identified on the DOJ website and as identified on the task order. The primary function of the duress alarm notify system is alert the onsite security officers to respond to an emergency situation in an IC. It will also notify EOIR/OS staff through email or text messing. 4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 3304 (b)(2)) or 41 U.S.C. 253 (d)(1)(B).) 5. REASONS FOR AUTHORITY CITED: For this action, The Office Security, USDOJ Headquarters request brand name WAVE Plus. SecureTech WAVE Plus equipment is the standard equipment used at USDOJ. A change to any other type of equipment would realize unacceptable delays and unnecessary duplication of costs for the following reasons: • SecureTech WAVE Plus system is currently utilized in multiple DOJ/EOIR facilities. Utilizing a different brand would introduce incompatibility issues and potentially cause emergency response delays or failures. • Utilizing a different source would require a complete system refresh or installation in each facility currently operating with the SecureTech system" v/r Michael Galbraith 703-756-8485
