- The Tuscaloosa VA Medical Center located at 3701 Loop Rd. East, Tuscaloosa, AL 35404, intends to issue Invitation for Bids (IFB) for construction project 679-315 "Expand Outpatient Services B38" on or about the week of July 25, 2016. Unless additional notice is given or this notice is modified, the full solicitation will be posted on FedBizOpps www.fbo.gov. Applicable NAICS: 236220 - Size Standard $36.5M. Project Magnitude is between $5,000,000.00 and $10,000,000.00 STATEMENT OF NEED The Tuscaloosa VAMC (TVAMC) in Tuscaloosa, Alabama has a requirement to expand the Outpatient Clinic Services to be constructed from basement through ground, first and second level floors, and includes but not limited to site work, concrete, masonry, steel, carpentry, thermal and moisture protection, doors and windows, finishes, specialties, accessories, casework, MEP infrastructure and engineered systems and other work as necessary for a complete and useable facility. APPLICABLE CONDITIONS This project will directly address future workload and space gaps at the Tuscaloosa VAMC along with various adjacency deficiencies. It is a key step to the facility's master plan in a multi-phased approach to address all future space, workload, and functional gaps. Along with these identified workload gaps, the facility has an associated space gaps. This project will close the space gap by approximately 21,600 square feet, providing the necessary space for resources to meet 100% of the projected workload/utilization increase of Primary Care, and the other identified services in FY2020. Currently Primary Care services are located in Building 38, however, Audiology and Optometry are located in Building 1 creating poor adjacencies for collaborations between clinics, and causing unnecessary travel by veterans between buildings. This project will ensure that a functional layout is implemented to allow the Primary Care Teams to operate efficiently in compliance with PACT model. By expanding Building 38, TVAMC will co-locate all of these collaborating services within a single building providing much improved patient flow. Subsequently, the vacant space within Building 1 will be utilized in future projects. This will ultimately increase veteran and employee satisfaction and improve efficiencies for all medical center operations. COST Project magnitude is between $5,000,000.00 and $10,000,000.00 CAPABILITY OR PERFORMANCE The awardee will be responsible for the construction of the project in accordance with the drawings and specifications. Timely response and quality performance are of high importance. Contractors must have the management, technical capability, and resources to perform the contract requirements and meet the completion date. The contractor must demonstrate the ability to execute the construction contract with a highly qualified experienced team. DELIVERY OR PERFORMANCE-PERIOD REQUIREMENTS Performance of the construction contract will take 600 calendar days from notice to proceed to completion. SOLICITATION Solicitation will be Invitation for Bids (IFB). Trade-offs will not be permitted. The selection process will be sealed bids, lowest price. SOURCES It will be a competitive effort 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) in accordance with VA Acquisition priorities established by the Veterans Benefits, Health Care and Information Technology Act of 2009 Public Law 109-461. There are multiple SDVOSB's in the VIP that could potentially do the work. It is therefore expected that adequate competition will be available. An IFB will be posted to www.fbo.gov. COMPETITION The IFB will be competed Full and Open After Exclusion of Sources (100% set-aside SDVOSB). Drawings and specifications will be provided to the contractors via www.fbo.gov. Award will be made based on sealed bids, lowest price. VETBIZ and the SBA both list sufficient certified SDVOSBs available to provide adequate competition for this acquisition. CONTRACT TYPE SELECTION This requirement will result in a Firm-Fixed-Priced (FFP) construction contract, IFB, IAW FAR Part 14. SOURCE-SELECTION PROCEDURES The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price. ACQUISITION CONSIDERATIONS The type of contract selected for this effort is a firm-fixed-price construction contract with no options. Special clauses, as applicable, will be included to comply with clauses. PRODUCT OR SERVICE DESCRIPTIONS Work includes but is not limited to site work, concrete, masonry, steel, carpentry, thermal and moisture protection, doors and windows, finishes, specialties, accessories, casework, MEP infrastructure and engineered systems, and other work as necessary for a complete and useable facility. MANAGEMENT INFORMATION REQUIREMENTS A technical representative familiar with construction project management and individual project trades will be assigned by the Contracting Officer to monitor progress throughout the construction effort. The contractor will be required to provide a master schedule of activities shortly after contract award that will be compared to actual progress to assess the contractor's overall success. Progress payment requests will be evaluated using the schedule for each trade to ensure payments closely track with overall project completion estimates. A final inspection will be scheduled and documented prior to accepting an invoice for final payment. TEST AND EVALUATION The general contractor shall be responsible for performing all tests and evaluation deemed necessary for completion of project. All required tests and evaluations shall be provided to the Contracting Officer's Representative for acceptance. LOGISTICS CONSIDERATIONS The successful contractor shall maintain a quality control, safety control, and infection control plan in accordance with the specifications. Standard construction warranties apply. GOVERNMENT-FURNISHED INFORMATION Technical/design specifications and drawings shall be furnished. ENVIRONMENTAL AND ENERGY CONSERVATION OBJECTIVES As prescribed in FAR 23.406(b), the following clauses will be inserted into the solicitation and contract for compliance: FAR 52.223-2 Affirmative Procurement of Biobased Products under Service and Construction Contracts. FAR 52.223-3 Hazardous Material Identification and Material Safety. FAR 52.223-4 Recovered Material Certification. FAR 52.223-5 Pollution Prevention and Right-to-Know Information SECURITY CONSIDERATIONS General Contractor's employees shall not enter the project site without appropriate badge. VA designated employee will escort contractor during work in patient care areas and IT closets. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer's Representative (COR with approval of the Contracting Officer. Under no circumstances shall employees or patients be present in photography. CONTRACT ADMINISTRATION Contract administration will be handled by the awarding Contracting Officer or delegated to an Administrative Contracting Officer within the NCO 7 Network Logistics Contracting Office. In-process inspections will be accomplished throughout the construction effort by a Government technical representative, supplemented by the design architect and engineering (A/E) activity. Final acceptance will be accomplished by the Government technical representative, the design A/E and other Government experts as required. OTHER CONSIDERATIONS The Contracting Officer will ensure that the successful offeror does not appear on any federal list that would prohibit award, and ensure that all web based required submissions are active prior to award, such as VetBiz and SAM. Any offeror identified on any list prohibiting award will be determined ineligible for award. Do not contract the Contracting Office for General Contractor information or potential bidders. This is a pre-solicitation notice synopsizing an upcoming IFB solicitation to satisfy the requirements of FAR 5.201 and 5.203. The Contracting Officer will not answer any questions pertaining to this notice until the IFB is issued. Questions resulting from the solicitation and pre-bid investigation will only be answered if received by Request for Information (RFI) via email. It is the responsibility of the bidder to monitor and download amendments from fedbizopps which may be issued to this solicitation. Construction shall utilize the VA Master Specifications found at www.cfm.va.gov/til/spec.asp. Other codes and standards are current editions of NFPA, OSHA, NSF and IBC.
