This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential vendors relative to the North American Industry Classification System (NAICS) Code 541511. The Clement J. Zablocki VA Medical Center ("ZVAMC") has a specific need for a service that will provide web-based online document submission, as well as tools for electronic protocol routing, tracking and file management. The system will facilitate and streamline review and oversight of all research reviewed by ZVAMC's four oversight/protection programs (Human Studies, Animal Studies, Research Safety, and Institutional Biosafety) and corresponding review boards (IRB, IACUC, SRS and IBC), as well as the Research & Development Committee, VA's required overarching approval body. Streamlining must be accomplished via a single system, rather than combining paper-based and disparate electronic solutions. This service will replace a labor-intensive paper-based submission system and outdated database tracking system (HELIX), which is no longer supported. Vendor to supply an electronic system to the following specifications: "Must permit local IRB/IACUC professionals to adapt and customize to local processes currently in use yet allow for ease of creation/updating of forms as well as future customization of processes on the client end without requiring technical support to develop and modify processes/flow mapping systems "Allow for online direct completion and submission of forms/worksheets/checklists within the system, rather than having to download forms, complete, save and then upload. "User interface must use forms with built-in logic ("smart forms") which guide end-users through each section based on responses, eliminating sections that are not applicable based on a previous response "Must allow for automated routing throughout the review and approval process and facilitate communication via automated internal and external email "Must automatically generate custom letters and forms "Must merge reviewer comments, recommendations and stipulations into meeting minutes and reports "Must maintain audit trails "Vendor must allow for unlimited users and usage for all registered users "The system must have the following automated tracking capabilities: oVA-required research personnel training records via a direct and automated retrieval from both collaborative IRB training initiative ("CITI") and VA's Talent Management System ("TMS") oWorkflow/actions for each submission to generate performance metric oConflict of interest disclosures and management plans oCommittee membership appointments (adding new members and provide notifications when current appointments expire or are ending / renewed) General system requirements: "Must be 21 CFR Part 11 compliant "Must be hosted on a web-based interface (including 24-hour security patrolled, long-term storage, automated backups, multiple fiber carriers, more than one power grid, FIPS 140.2 compliance and 508 compliance according to VA requirements) "Must not require client software or special access to firewall "Must allow end-users to access system from VA intranet as well as the internet on both Windows and Mac platforms. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Industry Classification System (NAICS) Code for this requirement is 541511 and the small business size standard is $27.5 million. Responses due are to be submitted by e-mail to Michael J Rosenthal at Michael.rosenthal@va.gov. The information requested must be received no later than 2:00 pm Central Standard Time on Tuesday, August 2, 2016.
