- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a software maintenance renewal for various types of Hyperworks Software. The services provided Altair Engineering, Inc. will be to supply one (1) Hyperworks maintenance unit renew, one (1) Hyperworks maintenance new unit, seven (7) Hyperworks units, one (1) pre and post processors & solvers pro, one (1) pre and post processor promotional, one (1) pre and post processor promotional, one (1) pre and post promotional, one (1) Hyperworks maintenance renewal unit, and one (1) pre and post processor promotional. The NAICS code is 511210 and the business size is 750. The proposed purchase order is being solicited on a sole-source basis to Altair Engineering, Inc. The proposed action is for a total of one (1) Hyperworks maintenance unit renew, one (1) Hyperworks maintenance new unit, seven (7) Hyperworks units, one (1) pre and post processors & solvers pro, one (1) pre and post processor promotional, one (1) pre and post processor promotional, one (1) pre and post promotional, one (1) Hyperworks maintenance renewal unit, and one (1) pre and post processor promotional, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Altair Engineering, Inc. is the sole proprietor of the Hyperworks software package, including several unique FEA features not found in any other model analysis software. The NSWCCD intends to award a firm fixed-price purchase order to Altair Engineering, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 09 August 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 08/09/2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
