- Sources Sought Sole Source Justification: VAADIN INC. The Atlantic Oceanographic and Meteorological Laboratory's (AOML) Office of the Director (OD) IT group located in Miami, FL intends to purchase a one (1) year term of Technical Support for the Vaadin Development Framework from Vaadin Inc. located in San Jose, CA. Vaadin has been identified as the only company that can provide the services needed that also meets the Government's intended use. AOML is requesting Vaadin Platinum Support. The service listed above is essential to the successful completion of AOML administrative system implementation. It will be most advantageous to the Government to contract with Vaadin to provide the needed services. There are several reasons to justify this position. After approximately two years of development and research, AOML and NESDIS have deployed an automated management system to implement internal procurement and financial controls. This system was based on the previous legacy system in place at AOML for well over a decade. The new system works much better with current internet technology (i.e. modern browsers etc.). However, there is an existing need to complete different applications within the system. A critical part of the past and future development has been and will be having access to Vaadin (development framework provider) technical support. The ability to submit problems relating to ongoing operations and resolve unforeseen problems to the framework is an integral part of the system design plan. The initial selection of the a software development framework was selected after various development frameworks were evaluated based on certain criteria such as minimizing migration costs, ability to interface with current infrastructure, and the existing knowledge base. The Vaadin framework was evaluated, deemed to be a good fit and has been proven to meet the needs of the government. AOML requires the following services: Technical support for the Vaadin development framework. This includes 1 Hour response time, web, phone and email-based support and 108 hours of special support hours to help with design/implementation issues. Maintenance to include bug fixes and software upgrades. The service period of performance is expected to be from the date of award through one year. Vaadin is the only known source that can provide the items that are required in order for AOML/OD team to successfully complete their mission. The intended procurement is for aforementioned items which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with the only known source (Vaadin) under the authority of FAR 13.106-1(b). However, all proposals received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a purchase order to Vaadin, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed service. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified services that provide the same fit, form and function as the ones specified above. Any responses that provide for services other than those specified must be accompanied by descriptive literature and show they meet the same form, fit and function. Also include the name, telephone number, and point of contact for businesses or other Government agencies to which it has previously provided the service. All responsible sources may submit a quote which will be considered by the Agency. All contractors doing business with this Contracting Office (Atlantic Oceanographic and Meteorological Laboratory - AOML) must be registered and active in the System for Award Management (SAM).
