Description:  This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with BD Bioscience, One Becton Drive, Franklin Lakes, NJ 07417 to procure a BD LSRFortessa Flow Cytometer System. The BD LSRFortessa system is required for cell analyzing in flow cytometry. The instrument has been used for the labs ongoing experiments within Mucosal Immunology Section as it is specific to the experiments that must stay consistent with the old instrument. Failure to acquire the same instrument would jeopardize ongoing experiments and hinder the lab from conducting daily tasks they are charged with. Place of delivery is Bethesda, MD 20892. T he statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and the instrument must be the original equipment manufacturer. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that can provide the instrument and applicable support may submit a response that will be considered by email (subject line to reference NOI-RML-D-1787873) to Michael Barrett at michael.barrett@nih.gov, by 5:00 pm eastern standard time Monday, Aug 4 th, 2016. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
