Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (BRAND-NAME-Cartagenia Inc.). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Introduction: The National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Agilent Technologies, 2850 Centerville RD, Wilmington, DE 19808-1610 to procure the following below: THIS IS A FOLLOW-ON REQUIREMENT IT SECURITY PROVISIONS AND 508 COMPLIANCE LANGUAGE IS ALREADY OBTAINED FROM PREVIOUS CONTRACT. Procurement: 1. Cartagenia Bench License and Support, Part Number: K5800AA. 2. Bench Lab NGS Module, Part Number: K5800AA#102. 3. NIH Bench Lab configuration and options, including: i. exome analysis for up to 200 families; ii. user account for up to 20 internal NIH Users; iii. Access for NIH-UDP Collaborators; and iv. Bench Connector- software module for bi-directional communication to UDPICS. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), National Institutes of Health Undiagnosed Disease Program (UDP) is a pilot program designed to address the needs of persons with debilitating medical conditions for which no diagnosis has been found despite an extensive workup. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The multi-user nature of NIH's UDP Translational Laboratory, along with its dynamic process structures, engenders a deep set of requirements for any candidate data and project management system. UDP continues to work in conjunction with Cartagenia to continue providing Bench NGS and Bench Connector services and support to NHGRI UDP LIMS System. Cartagenia is the sole provider of the BENCH platform of software that the UDP laboratory has used for the past year. This software platform is unique that it offers a standardized data interpretation from both high-throughput Next Generation Sequencing and microarray data for its analysis and has been modified to fit NHGRI needs. The BENCH platform has the ability to detect structural and molecular variation measured by different technologies that includes copy number variation, loss of heterozygosity, single nucleotide polymorphisms, insertions and deletions, and variant classification status (benign, pathogenic, etc.) Objectives: The purpose of this requirement is for Cartagenia to continue provide licenses, exome analysis, user accounts a software module. The Cartagenia Bench platform is a commercially available package, which is both cloud ready and has the ability to be diploid on-site. The features that are required for the government are as follows: • Storage and management of patient and assay data; • Storage and management of genetic assay results and associated clinical information; • Automatic communication with data analysis software from multiple assay platforms; • Ability to manage patient genomic data from NGS platforms; • Provide variant triage, filtering and annotation manually and via user-defined automated workflows; • Provide platform-wide search that will support searches based on phenotype, clinical criteria, genetic locus, custom administrative and clinical fields, cohort selection, and combined category searches; • Allow for automated literature analysis including the automatic retrieval of relevant publications; • Support collaboration both within the lab and between labs and organizations; • Contain an integrated and customizable reporting system; and • Interface included to communicate with deployed LIMs system. Period of Performance: Twelve (12) months from the date of award. Justification: Cartagenia Bench platform software is required by the Undiagnosed Diseases laboratory to reliably and systematically sift through large lists of patient genome variants derived from next generation sequencing and SNP microarray data in order to make informed calls on variants that are potentially deleterious and the cause of the unique disorders seen in admitted Undiagnosed Diseases Program patients. It is the only software available that can analyze and perform variant calls on both next generation sequencing (NGS) and microarray data. This software platform (which includes Bench lab NGS and CNV) will allow the personnel to manage and store the complexity of data volumes, large numbers of variants, samples and patients as well as phenotypic information and lab reports. The laboratory will be able to explore and identify disease mutations as well as consult heterogeneous information sources, public databases and algorithms for interpretation of next generation sequencing data. This license renewal will allow the UDP to perform exome analysis for up to 200 families, have user accounts for up to 20 internal NIH-UDP users, allow access for UDP collaborators, and supply the UDP with Bench connector which is a software module that is used for bi-directional communication to UDPICS. This requirement is under the SAT of $150,000.00. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement: Industry Classification (NAICS) Code is 541511, Custom Programming Services, small business size standard is $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-89 (July 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
