(1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. One (1) reconfigurable Particle Image Velocimetry (PIV) measurement system that is reconfigurable from 2-dimensional to stereo 3-dimensional to volumetric 3-dimesional particulate flow measurements in high temperature flows. The PIV shall be delivered to Aberdeen Proving Ground, MD. The PIV measurement system shall include all of the following minimum requirements: 1) Compatible with the Dantec Dynamics Data Acquisition System with Dynamic Studio software. 2) The laser source shall have sufficient energy to make particulate flow measurements in particulated flows ranging from ambient temperature to 3000 degree Fahrenheit (F) or more. 3) The PIV system shall include adequate optics and cameras to capture particulate flow velocities of up to Mach number=0.9 in hot gas mass flows of 0.1 - 1.0 pounds per second (lb/s) with temperature ranging from ambient to 3000 degree F or more. 4) The PIV system shall include adequate optics, cameras to be able to reconfigure the PIV to make 2-dimensional, or stereo 3-dimensional, or volumetric 3 -dimensional as needed for high temperature particulate flow measurements. 5) The optics shall allow focusing of laser light sheet from 200 millimeter (mm) to 4000 mm range. 6) A light guide arm and base with adjustable orientation shall be provided to have sufficient distance of at least 1.8 meters or above from high temperature flame zone. 7) A compatible mounting bench shall be provided for the PIV system. 8) A compatible 3D target shall be provided for PIV calibration. 8) A jet atomizer shall seed hot gas flow during experiments and have the ability for seeding high temperature flows during PIV measurements. 9) The complete PIV measurement system including all of the aforementioned parts shall be installed onsite at APG, MD. 10) The Contractor shall provide training for five (5) staff for two (2), 8-hour days, at a location and time designated by the Government Technical Point of Contract (TPOC). 11) The Contractor shall provide system maintenance updates for PIV system annually for three (3) years from the date of PIV installation. The Contractor shall also provide one (1) day of training for five (5) staff after each annual PIV system update at a time and location designated by the Government TPOC. 12) All equipment manuals to operate the PIV system, laser safety manual, Standard Operating manual, and at least four (4) pairs of laser safety goggles shall be included together. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 employee size standard that accompanies NAICS code 333314. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects. (12) Responses to this sources sought synopsis are due no later than 5:00 PM eastern standard time 28 July 2016.
