Solicitation Document Attachment A: Drawing #1 Attachment D: SP250 Attachment B: Drawing #2 Attachment C: Drawing #3 **NOTE: Please see attachments for full solicitation document and all listed attachments*** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88, effective May 16 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519 with a small business size of 500 employees. This acquisition is 100% set-aside for small business. In accordance with the non-manufacturer rule, the contractor shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern. See FAR 19.102(f) for additional information. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to forest.crumpler@nist.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The purpose of these attachments is for reference and to provide specification requirements to the Contractor for quotation purposes only. All attachments included in this solicitation are owned by the Government and shall not be reproduced, released, distributed, or otherwise utilized for any purpose other than submission of a quotation and the execution of the required work without the prior written approval of the NIST Contracting Officer. Attachment A: Drawing #1 Attachment B: Drawing #2 Attachment C: Drawing #3 Attachment D: SP250 All offerors shall provide a quotation for the following line item: (All equipment must be new. Used, refurbished, prototype, or remanufactured will not be considered for award). BACKGROUND: The National Institute of Standards and Technology (NIST), Physical Measurement Laboratory, sensor Science division, Optical Radiation Group maintains, improves, and disseminates the national scales for the candela (SI base unit), spectral responsivity, reflectance, transmission, color, and appearance. Staff participate in national and international committees and inter-comparisons to ensure the acceptance of US radiometric, photometric, colorimetric, and spectrophotometric standards and measurements. The Group also develops protocols for the calibration and validation of optical remote sensing instruments, performs long-term research, and maintains the infrastructure necessary to ensure the advancement of radiometry, photometry, colorimetry, and spectrophotometry measurement technology. NIST has utilized a photometry bench for many years to perform calibrations for absolute outputs of light sources and for responsivities of various photometers and detectors (see attached SP250). Increased demands on our calibration services have motivated us to build a new Photometry Bench to improve measurement quality, extend our capabilities, and increase automation. This acquisition is for a Photometry Bench.
