Market Survey for Asset Exchange Program *** If you are viewing this announcement on any other site, except the Federal Aviation Administration Contracting Opportunities (FAACO) website, please go to https://faaco.faa.gov to view it in its entirety with attachments. In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the capabilities of the market and the eligibility of small businesses, service-disabled veteran-owned small businesses (SDVOSB) or socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. The acquisition strategy for this procurement has not been determined at this time. Depending on the results of this market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses, service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. The purpose of this announcement is to inform industry of the Federal Aviation Administration ™s (FAA) requirement for the Asset Exchange program in accordance with the attached Statement of Work. All interested parties are instructed to view the attachment entitled DRAFT Statement of Work and provide a capability statement. The capability statement should be a summary of your firms capability in meeting the FAA ™s requirement as described in the attached Draft SOW. Please include: (i) comments on the requirement (where appropriate), (ii) capability statement, (iii) experience with this type of work; and (iv) Rough Order of Magnitude (ROM). Description of the Required Services: The FAA periodically accumulates assets that are no longer required and seeks an avenue to redeem its monetary value. The IT Asset Exchange (ITAX) Program was established under Federal Management Regulation (FMR) 102-39, Replacement of Personal Property Pursuant to the Exchange/Sale Authority and applies to all IT Hardware. The Contractor must provide a responsible, safe, and secure way to Pack, Crate, Handle and Transport (PCH&T) non-excess used IT equipment and supplies from any contiguous United States (CONUS), or OCONUS site. The ITAX program follows Federal laws for exchange/sale, hazardous materials, and the Environmental Protection Agency ™s (EPAs) Responsible Recycling Practices. The Contractor is required to refurbish and re-sell the equipment/supplies when it is economically feasible to do so. See the attached DRAFT Statement of Work for full scope of requirements. Also, as part of the Market Survey, please complete the attached Business Declaration Form. This public announcement is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Policy § 3.2.1.2.1. Interested parties are advised that: - This is not a Screening Information Request (SIR) or Request for Proposals; - The FAA is not seeking or accepting unsolicited proposals; - The FAA will not pay for any information received or costs incurred in preparing responses; and - Any costs associated with the response submittals are solely at the interested parties ™ expense. Responses to this announcement must be submitted via electronic mail (e-mail) to Kate Scott, Kathryn.Scott@faa.gov by 5:00 P.M. on August 4, 2016. Industry participation while encouraged, is strictly voluntary. Failure to provide a response will not prevent a vendor from submitting a formal response to the FAA's release of a future SIR. This survey is not intended to guarantee procurement of a product and shall not be construed as a commitment by the Government to enter into a contract. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). No solicitation exists; therefore do not request a copy of the solicitation. If a solicitation is issued, it will be synopsized on the FAA's Contract Opportunities (FAACO) web page. It is the potential Offeror's responsibility to monitor this site for the release of any solicitation.
