Solicitation will be posted Federal Business Opportunities Information Date: 2016 July 21 SOLICITATION NO. W9128F-16-B-0019 On or about 05 August 2016, this office will issue Invitations for Bid for construction of the Install Raw Water Isolation Valves, Gavins Point Dam, SD. The solicitation will close on or about 06 September 2016. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. A site visit date and time will be issued with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) This project will replace the existing isolation valve and strainer at each end of the draft tube gallery and line the two embedded pipes with an in situ type pipe liner in order to extend the life expectancy of the embedded pipes. There are several different pipe lining techniques on the market with some variance in material types, however most follow a similar approach which incorporates an epoxy-coated sock being pushed or pulled through the existing pipe and then inflated with air pressure to form a lining on the inner surface of the pipe. Depending on the technique, the epoxy may be chemically activated, activated by heated air or a combination of the two. An added element of the work involves performing the dive work necessary to stop water at the face of the intake and placement of temporary piping extending to the surface to allow pushing or pulling the liner through. The divers will have to be experienced in various underwater construction techniques to perform this phase of the work. The estimated construction cost of this project is between $250,000 and $500,000. ____________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
