Description
Redacted Single Source Justification The U.S. Army Medical Center and School (AMEDDCS) intends to issue a sole source award to Edstrom Industries, Inc 819 Blake Ave, Waterford, WI 53185. Edstrom Industries, Inc will provide the software and parts for the preventive maintenance on their Watchdog Vivarium Management System. The Watchdog Vivarium Management System is specifically designed for application in animal facilities. This patented and proprietary equipment can only be maintained by Edstrom Industries, Inc. The basic functions include environmental monitoring of temperature, humidity, differential pressure airflow, and lighting states. The system determines when alarm conditions occur and initiates the appropriate notification sequence. Preventive maintenance needs to be performed on the computers and servers that monitor and captures all information gathered by the monitoring system. This includes checking to ensure the computer equipment and monitoring is working satisfactory. This includes the monitor, the printer, a UPS and 8 local processors, one environmental sentry panel, 8 module 3 sensors, 2 module 4 sensors, 2 remote temperature freezer/refrigerator sensors, 8 light relays, 8 high intensity tap switches, 2 card readers, 6 magnetic lock switches, 6 strike plates, a chill water temperature sensor and 2 keypads for the door access. The anticipated period of performance for the service will be 29 September 2016 - 28 September 2017 with four (4) option years. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12 and intends to procure from only one source under the authority of FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to Silke.Gardner.civ@mail.mil no later than 12:00 pm CDT, Thursday, July 28, 2016. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. oral communication will not be accepted in response to this notice. No request for proposal or quotes will be issued based upon this Notice of Intent.
