Solicitation No. R16PS01295 Coalville Wastewater Treatment Plant Demolition PROJECT DESCRIPTION AND PURPOSE: The city of Coalville, Utah operated a wastewater treatment plant on land leased from the United States Bureau of Reclamation (USBOR). This plant is located approximately 1/2 mile northwest of Coalville city center and is adjacent to Chalk Creek which had been its point of discharge. In 2014, the 50 year lease agreement under which the city had been operating with USBOR expired. The timing of the expiration coupled with the need to expand the wastewater treatment facility led to the decision to not renew the lease but instead construct a new facility on the city ¿s own property. As the plant is now out of operation USBOR desires to remove structures, infrastructure, and ancillary equipment from the property. After review USBOR has determined that leaving the plant in place poses significant risk to the health and safety of local residents and the surrounding environment. As the plant lies within the flood plain of the river and is situated 9 miles directly downstream of Rockport Reservoir, excessive runoff could lead to the facility being inundated and remaining wastewater consequently being discharged into the Weber River and surrounding area. In addition to the risk of contamination, USBOR is concerned with injury and bodily harm that may result from unauthorized persons trespassing into the now unattended facility. To address these risks UBOR is seeking to remove the plant from its property. Contractor shall supply all labor, equipment, transportation, supervision, tools, and equipment necessary to demolish and remove structures, equipment, railings, paved surfaces and all material from the site unless otherwise specified to be left in place. All work shall be done in accordance with attached specifications, terms, and conditions, applicable federal, state and local demolition, deconstruction, and disposal codes. Reclamation Safety and Health Standards will be enforced. All contractors performing demolition and construction activities are responsible for following ground safety and Bureau of Reclamation regulations and are required to conduct construction activities in a manner that does not pose any risk to workers or personnel. Industrial hygiene programs address exposure to hazardous materials, use of personal protective equipment, and use and availability of Material Safety Data Sheets. Industrial hygiene is the responsibility of contractors, as applicable. Contractor responsibilities are to review potentially hazardous workplaces; to monitor exposure to workplace chemical (e.g. lead, hazardous material), physical (e.g., noise propagation), and biological (e.g., infectious waste) agents; to recommend and evaluate controls (e.g., ventilation, respirators) to ensure personnel are properly protected or unexposed; and to ensure a medical surveillance program is in place to perform occupational health physicals for those workers subject to any accidental chemical or biological exposures or engaged in hazardous waste work. A biological hazard protection plan shall be submitted and approved. COMPETITION: Solicitation R16PS01295 is anticipated to be a Woman Owned Small Business Set-Aside and will result in a firm fixed price construction contract. The requirement shall be procured in accordance with Subparts 15, 19, and 36 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Proposal. The Government reserves the right to award with or without discussions. The complete Statement of Work will be defined in the solicitation documents. NAICS AND SIZE STANDARD: The NAICS code for this procurement is 238910 with a small business size standard of $15.0 Million. The magnitude is between $250,000 and $500,000 per FAR 36.204(d). SOLICITATION RELEASE DATE: The anticipated release date for Solicitation No. R16PS01295 is July 5, 2016 The anticipated Proposal due date is August 10, 2016 at 14:00 hours local time (MDT). The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov and FedConnect, www.fedconnect.net. This notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
