- Description
- THIS IS A REQUEST FOR INFORAMTION (RFI) ANNOUNCEMENT ONLY This is a market survey for planning purposes only and no award will be made as a result of this RFI to identify interested sources. Submitting your company information does not bind the Army for any future solicitations or contract resulting from this RFI. The Government is contemplating a single source award to Future Technologies Venture, L.L.C for 802.16 Tactical Range Maintenance. The Fort Carson Network Enterprise Center relies heavily on 802.16 infrastructures to provide Deploying Forces with NIPR/SIPR/Simulation networks in Garrison, FCCO Training Areas and PCMS where fiber is unavailable. It enables the Warfighter with the ability to use Battle Command Systems enabling the Deploying Force to "Train-As-You-Fight" and/or "Deployed-In- Garrison" operational philosophy. Without 802.16, the Fort Carson NEC would be unable to provide SIPR to Battalion baseline services outlined in the FORSCOM SLA and C4IM v3.0 and 1 Div HQ and 6+ Brigades would be unable to effectively train their Signal SOLDIERS on Specialized Tactical Systems dramatically reducing their Battlefield effectiveness. It is an 802.16 like solution using AN-80 radios. We have point to Multi point radio and point to point radio solution. This means that the radios can link one to one or one too many. These radios are mounted on four each 300 foot towers. They require routine maintenance to support the climate we have here in Colorado. This includes lightening, extreme cold, hot temperatures and dealing with wet and dust environmental. The cabling on the tower is CAT5. At Pinon we do not have a permanent power solution so we are using three wind solar panel systems. They too need to be maintained. They also provide us technical assistance with the equipment, updates for the interface (GUI) and the configurations we are using for operations. Service requirement listed below: Service Maintenance contract for a total of 32 Redline AN‐80i radios: 2 PM's per year, the first PM will be conducted within 60 days from contract payment and the 2nd PM is accomplished 60 days prior to the contract expiration date. Service is an 8x5xNBD on radios and a troubleshooting effort to be performed on tower /radio outages to insure it is the radio that has failed before FT assigns a service call and the cost to travel to CO. Included are the 3 towers and 9 radios within the Pinyon Canyon range...the 17 mobile comms radios (TACT 1 thru 17) and 2 towers and 6 radios on Fort Carson Proper (2 radios on Booth Mountain and 4 radios on Signal Hill). The finding from this Market Research effort may impact any future solicitations related to this requirement. This RFI is not a solicitation as defined by FAR 2.101 and the Government is not requesting offers or proposals at this time. Responses to this RFI will not form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is requesting that restrictive or proprietary marketing or information not be used in response to this RFI. Interested parties should send their company/service capabilities information electronically no later than 27th July 2016 by 12 PM, Arizona Time via email to seunghwa.t.lee.civ@mail.mil. Phone calls are not accepted at this time. Please note: All contractors interested in doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov
