- This requirement is for support of the CARRIER, PERS M-113A1, M-113A2, M-113A3- NSN: 6620-01-501-8648, Transmitter, Pressure. The RFP will cover requirements for an Indefinite Quantity Contract (IQC) for a 1-year base period and four, 1-year option periods. The solicitation will be issued as a 100% Small Business Set-Aside using full and open competition after exclusion of sources. This is a 1G item IAW Basic Drawing Number 19207 12258932. This is a First Article Testing (FAT) Contractor and Production Lot Testing requirement. The Estimated Annual Demand Quantity (EAD) is as follows: Base and Option Year EAD: 913 each, the total Max Contract Quantity is 4,565 each. The requested delivery is: 192 Days ARO ( with FAT waived); Terms are FOB: Destination - Inspection /Acceptance: Origin. DLA Direct requirements only. Clause 252.225-7001, Buy American Act and Balance of Payments Programs applies. The solicitation will include provision 52.215-9023, Reverse Auction. Since a Reverse Auction may be conducted, offerors are encouraged to access the ProcureX system to self-register and review the available training tools at: dla.procurexinc.com to learn more about how to participate in an auction. Offerors who do not self-register will be loaded at the time of auction by DLA. Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The solicitation issue date is on or about August 10, 2016. Suppliers must be registered in the System for Award Management (SAM) database at web portal www.sam.gov. This web portal consolidates the capabilities of the Central Contract Registry (CCR) and Online Representations and Certifications (ORCA). Annual updates to suppliers' registration will be required. No Internet Quoting Service (IQS) or Electronic Bulletin Board (EBB) quotes will be accepted for this solicitation. Offerors must submit a completed solicitation package. A copy of the solicitation will be available via the Business Systems Modernization DLA Internet Bid Board System https://www.dibbs.bsm.dla.mil on the issue date cited in the RFP.
