Description
Draft Solid Deicer SOW Draft Liquid Deicer SOW SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) FA8601-16-R-0059 The United States Air Force, AFLCMC/ Operational Contacting Branch, Wright-Patterson AFB, Ohio is seeking capabilities packages of potential sources including Small Business (SB), 8(a), HUBZone, Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing Liquid Runway Deicer in accordance with AMS 1435 and Solid Runway Deicer in accordance with AMS 1431 to Wright Patterson Air Force Base. A full copy of the latest revision of the AMS 1431 and 1435 specifications can be found at SAE www.sae.org. The Liquid and Solid Runway Deicer are required to be Brand Name, Cryotech E-36. This is the only product capable of meeting the requirements of the Air Force. A certificate of analysis must be provided with every load delivered. The analysis must have a Ph value and Specific Gravity @ 68 degrees and also flash point greater than 100 degrees Celsius. Storage Stability testing must be per AMS 1435A and the fluid must meet ASTMF 1105 after storage. There must not be any evidence of separation or increase in turbidity. This product cannot be mixed with other product in existing storage tanks. The existing storage tanks keep 2,000 to 3.000 gallons minimum at all times in order to meet the mission. Please see the attached Statements of Work (SOW) for additional specifications the products must meet. TECHNICAL REQUIRMENTS The Draft SOWs, attached include an estimate of the magnitude of liquid and solid deicer commodity required to be provided under this effort. The North American Industry Classification System (NAICS) code for this requirement is 325998 - All other miscellaneous chemical product and preparation manufacturing. The government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. This requirement is for a one year base period with potentially four option periods. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business program. CAPABILITIES STATEMENT Interested parties shall submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel, as outlined in the attached Draft SOW.
