FEDBIZOPPS.GOV ANNOUNCEMENT: SPECIAL NOTICE ACTION CODE: CLASSIFICATION CODE: SUBJECT: TSI Technical Support Specialist SOLICITATION NUMBER: NB732050-16-03828 RESPONSE DATE: July 27, 2016 CONTACT POINTS: Sajurnia Harris Purchasing Agent (301) 975-6670; Keith Bubar, Contracting Officer (301) 975-6458 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with TSI, Inc. of Saint Paul, MN for the acquisition of a handheld particle counter. The Indoor Air Quality and Ventilation Group within the Energy and Environment Division at NIST supports the development of test methods, standards and reference materials. One of the major efforts within the group involves the measurement of particle concentrations from source emissions in chamber tests and at the group's test house. The optical particle counters that the group has been using have become outdated (they were designed 20-30 years back) and have become difficult to repair. Experiments are currently being conducted at the group's test house that require simultaneous measurements of indoor and outdoor particle concentrations. Two new particle counters will be used to make these measurements. A third instrument will provide the supplemental functionality of measuring particle mass concentrations. NIST requires the purchase of the Aerotrak 9306-V2 and DustTrak DRX 8533 particle counter and monitor, as these products are the only products that meet NIST's required specifications. Specifications Particle Counters (two) •The instrument must measure real-time number concentrations of particles in 0.3 to 25 µm size range. The channel boundaries must be user-selectable between 0.3 to 10 µm. The instrument must be factory-calibrated at 0.3, 0.5, 1.0, 3.0, 5.0, 10.0 µm. •The instrument must sample at a flow rate of 0.1 cfm (2.83 l/min) with ±5% accuracy. •The instrument must be lightweight (2.2 lb with battery) and easy to carry (9.4" x 4.6" x 4.9"). The battery must be able to last > 6 hours and have a short recharge time of <2 hours. •The count efficiency of the instrument must be 50% for 0.3 µm particles and 100% for particles >0.45 µm. •Instrument must meet requirements of ISO 21501-4. •Instrument must come with a 2-year warranty. •The instrument must be able to measure particle concentrations below 210,000,000 particles/m3. •The instrument must be able to log data to its internal memory (up to 10,000 sample records) and this data must be able to be recalled through the instrument's touch screen. Data from the instrument must be downloadable onto a computer with software that integrates with the software currently on the group's computers. Particle Mass Concentration Monitor (one) •The instrument must measure real-time mass concentrations of particles in 0.1 to 15 µm size range, measuring the concentrations in multiple size channels simultaneously (PM1, PM2.5, PM4, PM10, and total). This instrument combines particle cloud (total area of scattered light) and single particle detection to achieve mass fraction measurements. •The instrument must sample at a flow rate of 3.0 l/min with ±5% accuracy. •The instrument must be lightweight for ease in carrying around and be able to run for several hours on a battery. The desktop version with one battery must last up to 6 hours or more and have a short recharge time. •The instrument must have a resolution which is the greater value of ±0.1% of the reading or 0.001 mg/m3. •Instrument must come with a 2-year warranty. •The instrument must be able to measure particle concentrations in the 0.001 to 150 mg/m3 range. •The instrument must be able to log data to its internal memory (more than 60,000 sample records) and the data must be able to be downloaded via software that integrates with software on the group's computers. TSI, Inc. is the sole source capable of providing these specific products to NIST, and does not have any authorized resellers that can provide these products. The North American Industry Classification System (NAICS) code for this acquisition is 334516 Analytical Laboratory Instrument Manufacturing, and the small business size standard is 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at www.sam.gov. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
