Description

This Source Sought Opportunity is for a Replacing a Pneumatic Air Compressor at Philadelphia VA Medical Center. The purpose of this Sources Sought Notice is to search for small business concerns capable of providing Pneumatic Air Compressor service and equipment at Philadelphia VA Medical Center. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this sources sought. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) follows (and attached): =========================================================== DRAFT STATEMENT OF WORK BELOW =========================================================== REPLACE PNEUMATIC AIR COMPRESSOR FOR BUILDING 2 AT PHILADELPHIA VA MEDICAL CENTER 3900 WOODLAND AVENUE PHILADELPHIA, PA 19104-4551 1. Scope. Provide labor and material necessary to accomplish the following: 2. Performance Requirements. 2.1 Properly lock out Tag out all energy sources for Building 2 Pneumatic air compressor that serves Building management system in building 2 through performance of the following tasks: 2.1.1 Demolish and properly dispose of exiting instrument pneumatic air compressor #2. 2.1.2 Extend existing concrete pad as required to install the new compressor. 2.1.3 Provide and install one new Chicago Pneumatic QRS-20HP-BM single stage air cooled rotary screw air compressor or equivalent which has the following characteristics: 2.1.3.1 Power: 20 horse power. 2.1.3.2 Voltage: 460 volt. 2.1.3.3 Volume: 80 CFM volume @ 125 PSIG pressure. 2.1.3.4 Sound attenuated steel panel. 2.1.3.5 Maintenance Kit (2000 hours). 2.1.3.6 Maintenance Kit (4000 hours). 2.1.3.7 Rotair lubricant or equivalent (20 Liter pail). 2.1.4 Provide and install new copper piping to connect compressor discharge to existing air receiver and dryer system. 2.1.5 Reconnect existing electric power to new compressor control panel. 3. General Requirements. 3.1 All work shall be performed during normal working hours of 7:00 AM until 4:00 PM. 3.2 Qualified HVAC contractors with at least three similar health care projects will be considered. 3.3 All work shall be coordinated with A/C foreman at 215-823-5103. 3.4 Job duration is 60 Calendar days. =========================================================== DRAFT STATEMENT OF WORK ABOVE =========================================================== Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements above to Mark Murray, Contract Specialist, at mark.murray4@va.gov no later than 25 July 2016, 12:00 PM. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered.
