Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD- 16-137 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-78. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to award a purchase order to Agilent Technologies, 2850 Centerville Road BU3-2, Wilmington, DE 19808-1610. This is pursuant to 41 U.S.C. 253(c)(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. The Synthetic Bioactive Molecules Section of the Laboratory of Bioorganic Chemistry, NIDDK is involved in the discovery and development of new molecules with medicinal value or for applications to diagnostics. Some of these molecules have the potential to become therapeutics or to be used as important components in diagnostic applications that signal the presence of disease. Applications in either area are of great benefit to human health and thus to NIDDK's mission. Research conducted in the Laboratory of Bioorganic Chemistry involves synthesis of biologically active molecules called peptide nucleic acids (PNAs). This purchase requisition is urgently needed to obtain instrumentation required to characterize and study PNAs. Each PNA must be able to recognize and bind its DNA or RNA target nucleic acid sequence, and without this instrumentation we cannot continue our research on the properties of PNA. The instrumentation in Synthetic Bioactive Molecules Section of the Laboratory of Bioorganic Chemistry is specific to the needs for the study of PNA binding to nucleic acids, and it must be able to purify and characterize the molecular weight of PNA molecules using existing mass spectrometer (MS) instrumentation. In addition, the instrument must communicate directly with the MS instrumentation using OpenLab CDS Chemstation software, and associated software must provide deconvolution of multiply charged species into a final molecular weight for the original analyte. The HPLC must also have a suitable autosampler (multidraw 400/1400 microliter with integrated column compartment) and fraction collector (for collection to up to 100 mm height and flow rate up to 100 mL / min). Therefore, the contractor or supplier will supply circular dichroism/fluorescence spectrometer that meets or exceeds the following specifications: 1. Integrate with the existing MS in the lab 2. Have an autoinjector multidraw 400/1400 microliter injector with flexibility on sample injection from 0.1 to 900 microliters, 18 sec injection cycle, with 132 vial capacity. 3. Have an integrated column compartment with 6 microliter heater. 4. Perform molecular weight determinations and perform deconvolution of multiply charged species as needed. 5. Have a fraction collector for flow up to 100 mL / min, collect up to 100 mm height 6. Wavelength detector range 190 to 950 nm, settable in 1 nm increments 7. Fraction collector delay built in for automated delay volume calibration 8. Pump operation pressure range 0 to 600 bar over flow rate range up to 5 mL / min, and 200 bar up to 10 mL / min. Offers will also be evaluated on best value in relation to price. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
