Description
16-T-0060 Pre Solicitation Notice *************** PRESOLICITATION NOTICE N39040-16-T-0060 PNSY intends to solicit for a Multiple Award Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) for the rental of 400 CFM Low Pressure Air Compressors (LPACs) This requirement will support Emergent Repair and Temporary Availability (ERATA) submarine availabilities over a three year period, at four shipyards: the Portsmouth Naval Shipyard (PNSY), Kittery, ME; Sub Base Point Loma (NBPL), San Diego, CA; Sub Base New London (NLON), Groton, CT; and Naval Station Norfolk (NOB), Norfolk, VA. The size status for this requirement will be a 100% Small Business Set Aside. The period of performance is one year from contract award (currently estimated as 09/30/16-09/29/17), with two one-year option periods. Detailed specifications and solicitation documents will be provided shortly. See below for the general description. 400 CFM Low Pressure, Oil-Free Air Compressor, 100 HP motor, 120 PSI, 225 Amp, 460 VAC, 3 Phase, with after cooler/inter cooler, refrigerant type air dryer. Including a 150 cubic foot air receiver with safety valves, hoses and fittings to connect to the unit. Upon delivery, contractor is required to make all hose connections between compressor, dryer, and air receiver, and all hose connections must have safety cables installed to prevent hose whip in case of accidental separation of coupling or clamp device. Equipment is to be provided with spare parts and air filters. The compressor/dryer assembly shall be a complete operating unit. It shall deliver 100% oil free air, and be equipped with an integral after cooler and a high temperature shutoff/alarm. It shall be air-cooled and enclosed in a weatherproof enclosure suitable for outdoor operation in 0 degree Fahrenheit (F) temperatures without the need for additional shelter/protection. The air dryer shall provide a pressure dew point of 34 to 38 degrees F at 1 atmosphere and be sized to be compatible with the system air compressor. The LPAC shall come with a 250 gallon Air ASME rated at 125 psig minimum. ***************
