Description
The Army Contracting Command, Aberdeen Proving Ground, Division E, Tobyhanna Branch, Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 intends to solicit and award a contract for the collection and off-post disposal of solid waste generated at Tobyhanna Army Depot, Tobyhanna PA 18466. The contractor shall furnish all labor, tools, materials, equipment, transportation and supervision, to manage and perform all operations for the collection and off-post disposal of solid waste. The contractor shall comply with all State, Federal, county and local laws, ordinances, statutes and regulations pertaining to the collection, transportation and disposal of refuse and shall obtain such permits, licenses or other authorizations as may be required. The period of performance is base year 01 October 2016 to 30 September 2017 with the option to extend the term of the contract for four additional one year periods and one six month option period for extension of services. Medical Waste (boxes) - 15 boxes The following government equipment will be provided to the contractor for use in the performance of the services set forth under the terms and conditions of the contract. NOTE: The containers listed below are "standard containers" and are compatible with most compactor vehicles with front-mounted lifting forks. Determination of compatibility with the contractor's vehicles is the contractor's responsibility. DESCRIPTION QUANTITY Eight cubic yard front load dumpster 72 Three cubic yard front load dumpster 3 The contractor shall furnish roll-off containers at the start of performance of this contract for use in Bulky item collections. Coatings/paint waste, Aluminum dust/sand mix, Garnet sludge and Sewage Sludge shall be collected by using contractor-furnished containers and contractor-owned collection trucks. Leak-proof roll-off containers must be provided for the collection of this waste or the contractor must place a liner in the containers before use. The contractor shall provide properly labeled containers and disposable red bags for the disposal of Infectious Waste on an as required basis. The contractor shall furnish and empty replacement roll-off container each time a filled container is removed from TYAD unless otherwise requested. The contractor shall administer a program for maintenance, painting, repair, protection and preservation of the Government-Furnished equipment and shall be responsible for all maintenance and repair of the Government-Furnished equipment for use on this contract. The contractor shall comply with PA Act 101, PA Act 90, and the Monroe County Solid Waste Management Plan. The contractor shall be licensed as required by PA Act 90 and the Monroe County Solid Waste Management Ordinance. The municipal solid waste and residual waste generated at TYAD shall be collected on the same front loading refuse truck and treated as both municipal solid waste and residual waste. The contractor shall dispose of all municipal solid waste and generic residual waste under the resultant contract at a Pennsylvania Department of Environmental Protection (PADEP) approved and Monroe County Municipal Waste Management Authority authorized landfill. Disposal of all solid waste collected under this contract shall be in strict accordance with federal, state, county and local regulations as applicable. The contractor shall obtain such permits, licenses or other authorization as may be required at no additional cost to the government. The disposal site (sanitary landfill) must have valid permits issued by the appropriate government agency for each type of waste being disposed. All coatings/paint waste, aluminum dust/sand mix, garnet sludge, and sewage sludge shall be disposed of at a PADEP approved and Monroe County Municipal Waste Management Authority authorized landfill. NOTE: TYAD has cradle-to-grave responsibility for the disposal of all solid waste generated on-site. All residual waste must be disposed of at a PADEP approved landfill. Transfer facilities generally do not send solid waste received to the same facility each day. Therefore, TYAD will not approve a proposal to send municipal solid waste or residual waste to a transfer facility, even if the transfer facility is a Monroe County Municipal Waste Management Plan approved site. A site visit will be held after issuance of the solicitation. Dates of the site visit will be established in the solicitation. It is strongly recommended that prospective offerors attend the site visit prior to submitting a proposal. All proposals submitted in response to the solicitation shall require a technical proposal clearly describing the Contractor's capabilities to provide the requirements of the solicitation and SOW, proposed equipment, required licenses and permits, and management plan. In addition, recent and relevant past performance for same or similar requirements which demonstrate capability and successful performance on previous contracts similar in size and scope of this requirement performed within the past three years will be required with proposal submitted. This acquisition will be conducted in accordance with FAR Part 12 for the Acquisition of Commercial Items and Services, FAR 13.5 Simplified Procedures for Certain Commercial Items and FAR 15, Contracting By Negotiations as applicable. Request for Proposal (RFP) W25G1V-16-R-0034 will be issued on or about July 29, 2016 under Full and Open Competition. The NAICS is 562111 - Solid Waste Collection and the Size Standard is $38.5 Million. The FSC is S205 - Trash/Garbage Collection Services. Actual issue and due dates shall be as established in the solicitation. The RFP will be available on the Federal Business Opportunities (FedBizOpps) website. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://www.fbo.gov/. At Keyword/Solicitation Number, type W25G1V-16-R-0034 and click 'Search'. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract will be Firm Fixed-Price. The Government will consider award of all line items under a single award or up to a maximum of two awards: one award for collection, transportation and off-post disposal of municipal solid waste/municipal like residual waste and infectious waste, and one award for the collection, transportation and off-post containers for bulky items, coatings/paint waste, garnet sludge and aluminum dust/sand mix. In order to be eligible for award, all prospective offerors must be registered in the System for Award www.sam.gov Management (SAM) and not show any Active Exclusions or Delinquent Federal Debt, and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors.
